Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Tuesday, January 2, 2019 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Stephanie Hausman, District 4; and Richard Ruggles, District 5.

Motion by Meiners, second by Ruggles to approve the agenda as presented with the addition of 01-01-18 Valuation Report. On roll call, all voted aye. Motion by Schettler, second by Ruggles to approve the minutes of the December 26, 2018 meeting as written. On roll call, all voted aye.

The Board proceeded to organize for 2019. Motion by Meiners, second by Schettler to appoint Neil Bock as temporary chairperson for 2019. On roll call, all voted aye.

Motion by Meiners, second by Ruggles to appoint Neil Bock as permanent chairperson for 2019. On roll call, all voted aye.

Motion by Hausman, second by Bock to appoint Richard Ruggles as vice-chairperson for 2019. On roll call, all voted aye.

County Auditor Kourtney Irlbeck followed up on medical examiner bills from the last meeting. They were paid and the County will be reimbursed from Crawford County at a later date.

Motion by Ruggles, second by Hausman to adopt Resolution 2019-001 Construction Evaluation Resolution. On a roll call vote, Bock, aye; Ruggles, aye; Schettler, aye; Hausman, aye; Meiners, aye.

Allowing the County to recommend approval or disapproval of construction permit applications regarding proposed confinement feeding operations. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Motion by Meiners, second by Schettler to adopt a resolution authorizing the County Engineer to issue special moving permits. On a roll call vote, Bock, aye; Ruggles, aye; Schettler, aye; Hausman, aye; Meiners, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Motion by Meiners, second by Schettler to adopt a resolution regarding the destruction of records. On a roll call vote, Bock, aye; Ruggles, aye; Schettler, aye; Hausman, aye; Meiners, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Motion by Ruggles, second by Meiners to adopt a resolution naming the official county newspapers for 2019, those being Daily Times Herald, Coon Rapids Enterprise and The Manning Monitor. On a roll call vote, Bock, aye; Ruggles, aye; Schettler, aye; Hausman, aye; Meiners, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Following discussion, motion by Schettler, second by Bock to approve the 2019 holiday schedule. Holidays are as follows: New Year’s Day, January 1, 2019; President’s Day, February 18, 2019; Memorial Day, May 27, 2019; Independence Day, July 4, 2019; Labor Day, September 2, 2019; Veteran’s Day, November 11, 2019; Thanksgiving Day, November 28 & 29, 2019; Christmas Day, December 25, 2019. On roll call, all voted aye. Holidays falling on a Saturday will be observed the Friday before, and holidays falling on a Sunday will be observed the Monday after the holiday.

Motion by Schettler, second by Ruggles to appoint Becky Vonnahme to the Carroll County Board of Health for a three-year term. On roll call, all voted aye.

Motion by Ruggles, second by Hausman to appoint Paulette McDonough and Lori Pietig to the Carroll County Ambulance Board for three-year terms. On roll call, all voted aye.

Motion by Meiners, second by Schettler to appoint Wes Thelen to the Carroll County Conservation Board for a five-year term. On roll call, all voted aye.

Motion by Ruggles, second by Hausman to appoint Dr. Michael Slattery and Dr. Michelle Heim as the Carroll County Medical Examiner and Assistant Medical Examiner respectively for two-year terms. On roll call, all voted aye.

Motion by Schettler, second by Bock to appoint Tony Vogl as Carroll County Weed Commissioner. On roll call, all voted aye except Meiners who abstained.

Motion by Meiners, second by Bock to appoint Mimi Pudenz, Keith Potthoff, Katie Holz, Stan Janssen and Cameron Janson as Carroll County Zoning Commissioners for terms expiring 12-31-19. On roll call, all voted aye.

Motion by Meiners, second by Schettler to appoint Diane Sturm to the Carroll County Board of Adjustment for a five-year term. On roll call, all voted aye.

Motion by Meiners, second by Ruggles to appoint John Brockelsby to the City of Glidden Two Mile Limit Planning and Zoning Board for a four-year term. On roll call, all voted aye.

Motion by Schettler, second by Ruggles to appoint Jim Genter to the City of Glidden Two Mile Limit Board of Adjustment for a four-year term. On roll call, all voted aye.

Motion by Bock, second by Hausman to appoint Richard Ruggles to the Carroll County Solid Waste Commission. On roll call, all voted aye.

Motion by Schettler, second by Meiners to appoint John Wessling to the City of Carroll Two Mile Board of Adjustment for a four-year term. On roll call, all voted aye.

Motion by Meiners, second by Bock to appoint Ron Juergens to the City of Carroll Two Mile Planning and Zoning Board for a four-year term. On roll call, all voted aye.

Motion by Bock, second by Meiners to appoint Richard Ruggles to the Executive Board of Region XII Council of Governments. On roll call, all voted aye.

Motion by Meiners, second by Schettler to appoint Neil Bock and Stephanie Hausman to the Policy Council of Region XII Council of Governments. On roll call, all voted aye.

Motion by Ruggles, second by Hausman to appoint Eugene Meiners, Sheriff/Sheriff Designee and Dean Schettler to the Carroll City/County Communication Commission for a one-year term. On roll call, all voted aye.

Motion by Meiners, second by Schettler to appoint Jason Christensen to the Western Iowa Tourism Board. On roll call, all voted aye.

Motion by Schettler, second by Meiners to appoint James A. Berger as Clerk and Brett Ludwig as Trustee of Kniest Township for a four-year term. On roll call, all voted aye.

Motion by Schettler, second by Meiners to appoint Norman Schettler as Clerk and Richard J. Baumhover as Trustee of Maple River Township for a four-year term. On roll call, all voted aye.

Motion by Schettler, second by Ruggles to acknowledge receipt of the FY18 Cost Allocation Plan. On roll call, all voted aye. The plan is compiled by Cost Advisory Services, Inc.

The Board reviewed the pre-budget assignments. Board chair proceeded to make the assignments for FY20.

Schettler discussed an upcoming Region V Hazmat meeting. The Board will be voting on the purchase of a $730,195 hazmat truck. Schettler feels this is an unnecessary expense for a vehicle that receives a few calls per year. The projected County contribution to the region for FY20 is increasing from $1.25 to $1.50 per capita. Schettler will not be voting in favor of this purchase and will report back to the Board at the next meeting. No formal action taken.

County Auditor Kourtney Irlbeck reviewed the 1-1-18 Valuation Report for FY19-20 tax levies. Rural values are up 4.05%, urban values are up 4.76%, with an overall increase of 4.41% to 1,453,304,753 in taxable value for Carroll County. Motion by Schettler, second by Meiners to acknowledge receipt of the Carroll County 1-1-18 Taxable Valuation Report. On roll call, all voted aye. All valuation reports are available to the public on the Iowa Department of Management website.

Ruggles reported on ISICS work. No upcoming meetings.

Schettler reported on Region V Hazmat meeting and ISICS work. Upcoming Region V Hazmat meeting.

Hausman reported on ISICS research and call regarding Danner grain leg and grain bin.

Meiners no official meetings. No upcoming meetings.

Bock reported on Rolling Hills Community Services Region Board meeting. No upcoming meetings. Bock recommended emailing the Sheriff with any questions in preparation of the upcoming meeting with Shive Hattery.
