The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Tuesday, January 3, 2017 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Schettler, second by Meiners to approve the agenda as presented. On roll call, all voted aye. Motion by Danzer, second by Ruggles to approve the minutes of the December 27, 2016 meeting as written. On roll call, all voted aye.

The Board proceeded to organize for 2017. Motion by Meiners, second by Schettler to appoint Neil Bock as temporary chairperson for 2017. On roll call, all voted aye.

Motion by Danzer, second by Schettler to appoint Eugene Meiners as permanent chairperson for 2017. On roll call, all voted aye.

Motion by Meiners, second by Schettler to appoint Marty Danzer as vice-chairperson for 2017. On roll call, all voted aye.

Motion by Danzer, second by Ruggles to go into closed session per Iowa Code Chapter 21.5(j) at 9:05 a.m. On a roll call vote, Meiners, aye; Ruggles, aye; Schettler, aye; Bock, aye; Danzer, aye. Motion carried.

Motion by Danzer, second by Ruggles to go out of closed session at 10:15 a.m. On roll call, all voted aye. Motion by Ruggles, second by Danzer to set January 16, 2017 at 11:00 a.m. for a public hearing to consider bids on the sale of all or a portion of Carroll County tax parcel 07-07-100-003, 21.06 acres m/l. On roll call, all voted aye.

Motion by Bock, second by Schettler to adopt Resolution 2017-001 Construction Evaluation Resolution. On a roll call vote, Meiners, aye; Ruggles, aye; Schettler, aye; Bock, aye; Danzer, aye.

Allowing the County to recommend approval or disapproval of construction permit applications regarding proposed confinement feeding operations. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Motion by Danzer, second by Bock to adopt a resolution authorizing the County Engineer to issue special moving permits. On a roll call vote, Meiners, aye; Ruggles, aye; Schettler, aye; Bock, aye; Danzer, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Motion by Danzer, second by Bock to adopt a resolution regarding fixed charges. On a roll call vote, Meiners, aye; Ruggles, aye; Schettler, aye; Bock, aye; Danzer, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Motion by Schettler, second by Danzer to adopt a resolution regarding the destruction of records. On a roll call vote, Meiners, aye; Ruggles, aye; Schettler, aye; Bock, aye; Danzer, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Motion by Ruggles, second by Schettler to adopt a resolution naming the official county newspapers for 2017, those being Daily Times Herald, Coon Rapids Enterprise and The Manning Monitor. On a roll call vote, Meiners, aye; Ruggles, aye; Schettler, aye; Bock, aye; Danzer, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Following discussion, motion by Bock, second by Schettler to approve the 2017 holiday schedule. Holidays are as follows: New Year’s Day, January 1, 2017; President’s Day, February 20, 2017; Memorial Day, May 29, 2017; Independence Day, July 4, 2017; Labor Day, September 4, 2017; Veteran’s Day, November 11, 2017; Thanksgiving Day, November 23 & 24, 2017; Christmas Day, December 25, 2017. On roll call, all voted aye. Holidays falling on a Saturday will be observed the Friday before, and holidays falling on a Sunday will be observed the Monday after the holiday.

Motion by Schettler, second by Danzer to appoint Dr. Mark Collison to the Carroll County Board of Health for a three-year term. On roll call, all voted aye.

Motion by Meiners, second by Ruggles to appoint Dr. Robert H. Vonnahme, Dr. Michael Slattery and Michael Schwabe to the Carroll County Ambulance Service Board for three-year terms. On roll call, all voted aye.

Motion by Schettler, second by Danzer to appoint Ken Snyder and Jill Spies to the Carroll County Conservation Board for five-year terms. On roll call, all voted aye.

Motion by Bock, second by Ruggles to appoint Dr. Michael Slattery and Dr. Michelle Heim as the Carroll County Medical Examiner and Assistant Medical Examiner respectively for two-year terms. On roll call, all voted aye.

Motion by Schettler, second by Danzer to appoint Tony Vogl as Carroll County Weed Commissioner. On roll call, all voted aye except Meiners who abstained.

Motion by Bock, second by Danzer to appoint Keith Potthoff, Katie Holz, Stan Janssen and Cameron Janson as Carroll County Zoning Commissioners for terms expiring 12-31-17. On roll call, all voted aye. The position held by Mary Thatcher will remain vacant until a replacement can be found.

Motion by Meiners, second by Bock to appoint Dave Wittrock to the Carroll County Board of Adjustment for a five-year term. On roll call, all voted aye.

Motion by Meiners, second by Bock to appoint Marty Danzer to the Carroll County Solid Waste Commission. On roll call, all voted aye.

Motion by Schettler, second by Bock to appoint Marty Danzer to the Executive Board of Region XII Council of Governments. On roll call, all voted aye.

Motion by Schettler, second by Danzer to appoint Neil Bock and Richard Ruggles to the Policy Council of Region XII Council of Governments. On roll call, all voted aye.

Motion by Bock, second by Schettler to appoint Eugene Meiners, Sheriff/Sheriff Designee and Marty Danzer to the Carroll City/County Communication Commission for a one-year term. On roll call, all voted aye.

Motion by Bock, second by Danzer to appoint Ralph von Qualen to the City of Carroll Library Board for a six-year term. On roll call, all voted aye.

Motion by Bock, second by Schettler to appoint Jason Christensen to the Western Iowa Tourism Board. On roll call, all voted aye.

Motion by Schettler, second by Meiners to appoint Dale Boes as Kniest Township Trustee, 2017 Term and Doug Pudenz as Kniest Township Trustee, 2018 Term. On roll call, all voted aye.

Motion by Schettler, second by Ruggles to appoint Vincent J. Gross as Maple River Township Trustee, 2017 Term and Marvin Huegerich as Maple River Township Trustee, 2018 Term. On roll call, all voted aye.

County Auditor Kourtney Irlbeck reviewed the 1-1-16 Valuation Report for FY17-18 tax levies. Rural values are up 2.8%, urban values are up 1.3%, with an overall increase of 2.0% to 1,324,271,382 in taxable value for Carroll County. Motion by Schettler, second by Ruggles to approve the Carroll County 1-1-16 Taxable Valuation Report. On roll call, all voted aye. All valuation reports are available to the public on the Iowa Department of Management website.
