The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, January 8, 2018 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.
Motion by Schettler, second by Ruggles to approve the agenda as presented. On roll call, all voted aye. Motion by Meiners, second by Bock to approve the minutes of the January 2, 2018 meeting as written. On roll call, all voted aye.
Rolling Hills Community Services CEO Dawn Mentzer met with the Board to give an update on the region. Mentzer discussed community service plan, tele-psychiatry, Woodbury County and per capita contributions. Mentzer reviewed the FY19 Mental Health budget which includes a $24.00 per capita contribution for a total of $490,488 to be paid to the Rolling Hills Community Services Region in FY19.
County Sheriff Ken Pingrey reviewed a quarterly report for his department. Motion by Schettler, second by Ruggles to approve the Sheriff’s quarterly report showing total receipts of $22,386.59. On roll call, all voted aye. (Report on file in the Auditor’s office.)
Motion by Meiners, second by Bock to accept with regrets the resignation of Communications Center employee Roger Ray effective January 21, 2018. On roll call, all voted aye.
Carl Wilburn gave a quarterly report for the IT/GIS/Zoning Departments. Six building permits were issued during the quarter Wilburn explained some of the projects his department has been involved with during the quarter and discussed storage devices that have August 2018 end of life. Motion by Schettler, second by Meiners to approve the IT/GIS/Zoning Quarterly Report. On roll call, all voted aye.
Shari Kastein, Executive Director of the Family Crisis Centers, presented the FY19 funding request for the agency. Kastein reviewed services provided and requested $7,500 in FY19 county funding, an increase from the $5,000 in current year funding. Funds requested will be used for local staff to serve victims in Carroll County, providing direct client services and transportation.
County Engineer Dave Paulson discussed Carroll County Ordinance #4 – Snow Ordinance. Paulson explained he will be obtaining bids for new equipment. Paulson will seek bids for the purchase of a pickup for the Road Foreman, Lo-Boy Trailer, and dump truck. Bids will be presented a future Board meeting.
Jim Mohr and Heather Mohr met with the board to request FY19 funding of $18,750 for the Carroll County Fair Association, an increase from the $12,750 in current year funding. Mohr reported on economic impact of the fair, 100-year Anniversary of the Fair, and Fairground updates. Majority of county funding goes toward the general cost of the fair.
Marilyn Dopheide reviewed a quarterly report for the Recorder’s Department. $31,899.09 in which fees were collected for Carroll County, and an additional $68,882.17 was remitted to the State of Iowa. Motion by Meiners, second by Bock to approve the Recorder’s quarterly report. On roll call, all voted aye. (Report on file in the Auditor’s office.)
Motion by Meiners, second by Schettler to appoint John Brockelsby to Carroll County Compensation Board for a four-year term. On roll call, all voted aye.
Motion by Meiners, second by Schettler to appoint Doug Ferneding to Roselle Township Clerk to fill vacancy. On roll call, all voted aye.
Motion by Meiners, second by Bock to appoint Dan Sturm to Roselle Township Trustee to fill vacancy. On roll call, all voted aye.
Motion by Ruggles, second by Schettler to approve plats of survey for Lot C, Lot 2 S1/2SW1/4 Section 20-82-36; Lot 1 S1/2 Section 9-83-33; and Lot B of Lot 1 Frl. NE1/4NW1/4 Section 18-85-35. On roll call, all voted aye
County Auditor Kourtney Irlbeck reviewed the 1-1-17 Valuation Report for FY18-19 tax levies. Rural values are up 4.11%, urban values are up 6.08%, with an overall increase of 5.11% to 1,391,914,349 in taxable value for Carroll County. Motion by Ruggles, second by Schettler to approve the Carroll County 1-1-17 Taxable Valuation Report. On roll call, all voted aye. All valuation reports are available to the public on the Iowa Department of Management website.
Board reviewed manure management annual updates for Darlys Halbur in Section 7 of Lincoln Township, Audubon County and Scott Antisdel in Section 23 of Richland Township.
