The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, January 15, 2018 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.
Motion by Ruggles, second by Meiners to approve the agenda as presented. On roll call, all voted aye. Motion by Bock, second by Schettler to approve the minutes of the January 8, 2018 meeting as written. On roll call, all voted aye.
Rick Hunsaker presented the FY19 funding requests for Region XII Council of Governments. Membership fees will be $0.86 per capita. For Carroll County this will be $17,901.76. Funding for transit services will be $0.50 per capita for FY19, which will be $10,408 for Carroll County. Western Iowa Transit System is also continuing the capital match program to help meet the Federal requirements for vehicle replacement. The match is $0.06 per mile for the County for a Region XII vehicle. That amount will be approximately $3,840 for FY19. Region XII also administers the Local Housing Trust Fund and requested $5,000 in matching funds for the housing grant.
The Board discussed the upcoming vacancy in the County Recorder’s office. The Board can choose to appoint or hold a special election to fill the vacancy until the upcoming General Election in November, 2018. Each Board member stated their position on the vacancy. Ruggles and Bock were in favor of a special election. Schettler, Meiners, and Danzer were in favor of appointing. Following discussion, Motion by Meiners, second by Schettler to appoint a person to fill the vacancy in the County Recorder’s office effective Thursday, February 1, 2018. Appointment will be made on Monday, January 29, 2018. On roll call, Danzer, aye; Ruggles, nay; Schettler, aye; Bock, nay; and Meiners, aye. Motion carried.
Motion by Bock, second by Ruggles to approve County Treasurer’s Resolution to Name Depositories in the County. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; Meiners, aye. Motion carried unanimously
RESOLUTION NAMING DEPOSITORIES
BE IT RESOLVED, that the Board of Supervisors of Carroll County, in Carroll County, Iowa, approves the following list of financial institutions to be depositories of the Carroll County funds in conformance with all applicable provisions of Iowa Code Chapters 12B and 12C of the Code of Iowa. The Carroll County Treasurer, Jean Seidl, is hereby authorized to deposit the Carroll County funds in amounts not to exceed the maximum approved for each respective financial institution as set out below.

Motion by Schettler, second by Ruggles to approve a Tax Abatement Resolution for abatement of real estate taxes for the following parcel: Parcel No. 1317426001. Schettler reported on Compensation Board meeting and Highway 30 Coalition conference call. Upcoming meetings include: Conservation Board, E911/EMA, DOT Director presentation, and radio interview.
Bock reported on Compensation Board meeting. Upcoming meetings include: department pre-budgets, Coalition of Human Services, and Local Planning Group.
Meiners reported on CADC, Access Washington meeting, Highway 30 Coalition conference call, and department pre-budgets. Upcoming meetings include: City/County Communications Center, ISAC, and YES Center.
Danzer reported on Wesco Board meeting, Compensation Board, sign checks at Region XII, and department pre-budgets. Upcoming meetings include: City/County Communications Center, DOT Director presentation, and Recorder reception.
Mike Franey, chairman of the Carroll County Compensation Board, presented the salary recommendation of a 5.0% increase for all elected officials, to become effective on July 1, 2018. Franey reviewed the Compensation Board meeting which was held on January 15, 2018.
Motion by Ruggles, second by Meiners to go into closed session per Iowa Code Chapter 20.17(3) at 10:03 a.m. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; Meiners, aye. Motion carried.
Motion by Ruggles, second by Meiners to go out of closed session at 11:24 a.m. On roll call, all voted aye. No action taken.
Board members proceeded to discuss the Compensation Board recommendation with each stating their position on the suggested increases. Following discussion, motion by Schettler, second by Meiners to approve a 3.25% increase for all elected officials except County Supervisors for FY19. On roll call, Danzer, aye; Ruggles, nay; Schettler, aye, Bock, nay; and Meiners, aye. Motion carried.
Motion by Bock, second by Schettler to approve a 2.5% increase for County Supervisors for FY19. On roll call, all voted aye.
Board discussed FY19 wage increases for department heads, non-union and non-deputy employees. Various options were reviewed. Following discussion, motion by Meiners, second by Bock to approve a 2.5% composite wage increase for non-union and non-deputy employees in each department, to be allocated by the department heads at their discretion, based on performance and merit, and not to exceed a 2.5% wage increase for non-elected department heads. On roll call, all voted aye.
Motion by Meiners, second by Bock to adjourn at 11:40 a.m. On roll call, all voted aye.
