The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, January 29, 2018 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.
Motion by Bock, second by Meiners to approve the agenda as presented. On roll call, all voted aye. Motion by Meiners, second by Schettler to approve the minutes of the January 22, 2018 meeting as written. On roll call, all voted aye.
Sarah McPherson, Executive Director of Manning Mainstreet gave an update. Primary focus is on housing situation in Manning.
Representatives from Manning, Coon Rapids and Carroll public libraries in the county requested an 8% increase for funding for FY19. This is 1% above last year’s request.
Darrell Baker was in to update the board on the Ambulance Department. A full-time paramedic has resigned and Baker is interviewing for the full-time position and for part-time positions also. Discussed an ambulance with mechanical issues. Baker was informed that the policies at State level have changed and needs to be updated by May 2019.
Megan Owen, HCA Director reviewed her FY19 HCA Budget.
Motion by Meiners, second by Schettler to approve plat of survey for Lots 2 and 3, of the NW1/4 Section 20-82-35. On roll call, all voted aye.
Environmental Health Director, Carey Kersey reviewed her FY19 Budget.
Treasurer, Jean Seidl reviewed her FY19 Budget.
Danzer proceeded to read aloud Resolution 2018-002.
Motion by Meiners, second by Schettler to approve Carroll County Resolution 2018-002. On a roll call vote, Schettler, aye; Ruggles, abstain; Danzer, aye; Meiners, aye; Bock, abstain. Motion carried.
CARROLL COUNTY RESOLUTION NO. 2018-002
RESOLUTION APPROVING COUNTY RECORDER APPOINTMENT
BE IT RESOLVED by the Board of Supervisors of Carroll County, Iowa, in regular session assembled this 29th day of January, 2018, to approve the appointment of Kathy Schwaller to the position of Carroll County Recorder, effective February 1, 2018, per Iowa Code Chapter 69.14A subsection 2(a)(1) until the next pending election as defined in Iowa Code Chapter 69.12.

Motion by Bock, second by Ruggles to accept the low bid from Wittrock Motors for the Dodge Ram, 2500 SLT for $33,584.00. On roll call, all voted aye.
Paulson reported someone has hit the fuel pump at the county fuel depot. He is getting insurance claims filed.
Schettler received a call of water over the road on 150th and Jewel Ave. The culvert has silted in and with the rain and thawing ice blocked it. It has been cleared.
Motion by Schettler, second by Ruggles to approve payables as presented. On roll call, all voted aye.
Reviewed manure management update for Woodford Creek Farms LLC, Section 5, Kniest Twp.
Ruggles reported on North Raccoon River Watershed meeting., Carroll Area Daycare meeting was canceled. Upcoming: Statewide Supervisors meeting in Des Moines.
Schettler reported on the Board of Health meeting and North Raccoon River Watershed annual meeting in Adel. Upcoming: Statewide Supervisors meeting in Des Moines.
Bock met with the VA Director and GA Director, RSVP/Foster Grandparents Executive Board Meeting, Rolling Hills meeting, Legislative forum, Ambulance Union letter and a letter from Shive Hattery. Upcoming: Statewide Supervisors meeting in Des Moines.
Meiners met with VA Director and GA Director. Attended meeting at CADC, New Opportunities: Policy Council meeting, Executive Board meeting and Regular Board meeting. Legislative forum, reported on resignation of Board of Adjustment member. Upcoming: City of Carroll Council meeting to discuss Communication Center FY19 Budget, Statewide Supervisors meeting in Des Moines.
Schettler congratulated Meiners on being elected President of ISACS.
Danzer signed checks at Region XII and attended Legislative forum. Danzer also discussed box culverts with Dave Paulson, Engineer. Discussed a letter wanting the ban of e-cigarettes. Upcoming: ISAC meetings in Des Moines.
Motion by Ruggles, second by Bock to adjourn at 11:12 a.m. On roll call, all voted aye.
