The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, February 5, 2018 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.
Motion by Ruggles, second by Schettler to approve the agenda as presented. On roll call, all voted aye. Motion by Bock, second by Meiners to approve the minutes of the January 29, 2018 meeting with a correction and clarification. On roll call, all voted aye.
John Munson and Marcia Schaeffer with Saint Anthony Regional Hospital presented an update on the Public Health Department. They gave an overview of programs. Saint Anthony is requesting $71,511 for FY19, current funding is $62,730.
County Attorney John Werden reviewed the FY19 Attorney budget.
Motion by Schettler, second by Ruggles to approve the Treasurer’s semi-annual report. On roll call, all voted aye.
Motion by Bock, second by Meiners to acknowledge receipt of the Carroll County Paramedic Union Contract. On roll call, all voted aye.
Motion by Schettler, second by Ruggles to approve plats of survey for Lot 1 of SE1/4 SW1/4 Section 35-85-35; Lot 2 of SW1/4 Section 36-85-35; and Lot 1 of NW1/4 SW1/4 Section 36-85-35. On roll call, all voted aye.
Board reviewed manure management annual updates for Woodford Creek Farms LLC(93) in Section 22 or Richland Township; Woodford Creek Farms LLC(755) in Section 28 of Richland Township; Woodford Creek Farms LLC(756) in Section 27 of Richland Township; and Prestage Farms of Iowa LLC in Section 24 of Glidden Township.
Motion by Bock, second by Meiners to name the County Sheriff as the point of contact for Shive Hattery. On roll call, all voted aye. Shive Hattery is working on the County Jail Needs Assessment.
Ambulance Director Darrell Baker reviewed the FY19 Ambulance budget.
County Engineer Dave Paulson presented a quote from Hallet Materials for 30,000 tons of road gravel at $6.30 per ton. Following discussion, motion by Schettler, second by Meiners to approve the quote from Hallet Materials for 30,000 tons of road gravel at $6.30 per ton. On roll call, all voted aye.
Paulson reviewed the FY19 Secondary Roads and Weed Commissioner budget.
Veterans Affairs Director Louie Grote and Veterans Affairs Commissioner Jim Bruggeman reviewed the FY19 Veteran Affairs budget.
The Auditor presented detailed information on the proposed February 20, 2018 budget amendment. The Auditor explained expenses and revenues. Motion by Bock, second by Ruggles to set February 20, 2018 at 9:00 a.m. for the Public Hearing on the Proposed FY18 County Budget Amendment. On roll call, all voted aye.
Ruggles reported on the ISAC Statewide Supervisors meeting. Upcoming Conference Board meeting.
Schettler reported on the ISAC Statewide Supervisors meeting. Upcoming Conference Board meeting.
Bock reported on ISAC Statewide Supervisors meeting, radio and newspaper, and meeting with Representative Brian Best. Upcoming meeting include: Conference Board, meeting with Dawn Mentzer and Cecil Blum concerning Rolling Hills Community Services Region, and Legislative Forum.
Meiners reported on meeting with Carroll City Council meeting and ISAC Statewide Supervisors meeting. Upcoming meetings include: CADC, Conference Board, and Templeton City Council.
Danzer reported on ISAC Statewide Supervisors meeting. Upcoming meetings include: Conference Board and Region XII.
Motion by Ruggles, second by Schettler to adjourn at 11:29 a.m. On roll call, all voted aye.
