The Board of Supervisors of Carroll County, Iowa met in unofficial session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Wednesday, February 8, 2017 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Eugene Meiners, Richard Ruggles, Dean Schettler, Neil Bock and Marty Danzer.

Motion by Danzer, second by Schettler to approve the agenda as presented. On roll call, all voted aye.

County Auditor Kourtney Irlbeck reviewed the following FY18 budgets: Supervisors: Courthouse; Capital Fund; General Assistance and Auditor.

Veteran Affairs Director Louie Grote and Veteran Affairs Commissioner Jim Bruggeman reviewed the FY18 Veteran Affairs budget.

The Supervisors considered several requests from departments. The Board is in agreement that Carroll County will fund Family Crisis Center at the current level of $5,000, they will not contribute additional money to a proposed building in north eastern Iowa. The Board discussed the Ambulance Director salary. Following discussion, the Board is in agreement that the Director should receive a 2.7% increase. The Board discussed two salaries in the Sheriff and Jail departments. The Board is in agreement on a 2.7% salary increase and an additional $2,000 to be disbursed between the two salaries as the County Sheriff decides. The Board discussed the Auditor’s request to change job titles in the office. The Auditor presented detailed job description and salary ranges for the positions. The Board is in agreement with the Auditor’s request. The Board discussed a request from Veteran Affairs to increase the Director salary 10%. The Board reviewed the FY15 GDX report and also reviewed the performance of the department. The Board is in agreement that the Veteran Affairs Director should receive a 5% salary increase in FY18. This decision was made using the FY15 GDX report and performance information. All funding is subject to final Board budget certification.

The Supervisors continued review of the FY18 proposed County budget. No official action taken.

Motion by Ruggles, second by Bock to adjourn at 11:51 a.m. On roll call, all voted aye.
