The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, February 12, 2018 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Neil Bock, District 1; Eugene Meiners, District 3; and Richard Ruggles, District 5. Marty Danzer, District 4 and Dean Schettler, District 2 were absent.
Motion by Meiners, second by Ruggles to approve the agenda as presented. On roll call, all present voted aye. Danzer joined the meeting. Motion by Ruggles, second by Bock to approve the minutes of the February 5, 2018 meeting as written. On roll call, all present voted aye.
Karen Schouten and Sammi Elliott with the Animal Rescue of Carroll, requested $2,500 in funding from the county for FY19. Schouten and Elliott presented statics and numbers on the facility.
County Engineer Dave Paulson presented two Gooseneck Low Boy Trailer quotes. The first quote was from Ziegler for a Trail King for $63,076.66. The second quote was from Housby for a Load King for $64,955. Both quotes include the trade-in of a 1995 Low Boy trailer. Following discussion, motion by Bock, second by Meiners to approve the purchase of a Trail King Low Boy Trailer from Ziegler for $63,076.66. On roll call, all present voted aye.
IT Director/Zoning Administrator Carl reviewed the FY19 IT and Planning and Zoning budgets.
Conservation Director Jason Christensen reviewed the FY19 Conservation budget.
County Sheriff Ken Pingrey reviewed bids for two new vehicles. New Way Ford bid $21,531 for a 2018 Ford Explorer with a trade-in and Champion Ford bid $19,955 for a 2018 Ford Explorer with a trade-in. The trade-in vehicle is a 2014 Ford Explorer. New Way Ford bid $22,094 for a 2018 Ford F-150 with a trade-in and Champion Ford bid $18,848 for a 2018 Ford F-150 with a trade-in. The trade-in vehicle is a 2014 Dodge Ram. Two bids were rejected from Wittrock Motors due to neither vehicle being police pursuit rated. Following discussion, motion by Bock, second by Ruggles to approve both bids from Champion Ford for the purchase of a 2018 Ford Explorer and a 2018 Ford F-150. On roll call, all present voted aye.
Pingrey reviewed the FY19 Sheriff, Jail, and Comm. Center budgets.
County Recorder Kathy Schwaller reviewed the FY19 Recorder budget.
Motion by Bock, second by Meiners to approve payables for payment as presented. On roll call, all present voted aye.

County Auditor Kourtney Irlbeck reviewed the FY19 Auditor, Supervisor, Courthouse, Capital Fund, and General Assistance budgets.
Motion by Meiners, second by Bock to approve an Appropriations Resolution, appropriating the remaining 15% of the FY18 budgeted expenditures. On a roll call vote, Danzer, aye; Ruggles, aye; Bock, aye; Meiners, aye. Motion carried. (Resolution on file in the Auditor’s office.)
Board reviewed manure management annual updates for Mike Weitl in Section 13 of Eden Township; Woodford Creek Farms LLC (753) in Section 24 of Wheatland Township; and Woodford Creek Farms LLC (750) in Section 12 of Pleasant Valley Township.
Ruggles reported on Conference Board meeting and Legislative Forum. Upcoming Conservation Board meeting.
Bock reported on meeting with Cecil Blum and Dawn Mentzer, Conference Board meeting, and 2nd Judicial District meeting. Upcoming meetings include: Union negotiations and CPPC.
Meiners reported on CADC, prebudget meetings, Conference Board meeting, TADC Annual meeting, Templeton City Council meeting, and Legislative Forum. Upcoming meetings include: Union negotiations, Carroll Chamber Banquet, Highway 30 Conference call, and YES Center Board meeting.
Danzer reported on Conference Board meeting, Region XII Board meeting, Chief Elected Officials Region XII meeting, and Carroll County Solid Waste Board meeting. Upcoming radio interview and Wesco Board meeting.
Motion by Meiners, second by Ruggles to adjourn at 11:08 a.m. On roll call, all present voted aye.
