The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, February 13, 2017 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.
Motion by Bock, second by Schettler to approve the agenda as presented. On roll call, all voted aye. Motion by Danzer, second by Ruggles to approve the minutes of the February 6, 2017 meeting as written. On roll call, all voted aye. Motion by Bock, second by Schettler to approve the minutes of the February 8, 2017 meeting as written. On roll call, all voted aye.
Case Management Supervisor Justin Schieffer met with the Board to discuss a letter he received from AmeriHealth Caritas. Schieffer explained the letter notified his Department that AmeriHealth Caritas will soon make changes to their case management model. This will result in some of their members being re-assigned from external case managers to AmeriHealth Caritas staff case managers. This will affect approximately 135 clients in Carroll County. Schieffer is not sure of the time frame for the re-assignments. He will keep the Board informed as the transition moves forward.
The board proceeded to canvass the February 7th special election held for the Carroll Community School District. Motion by Schettler, second by Danzer to approve the canvass and abstract for the Carroll Community School District special election, held on February 7, 2017. On roll call, all voted aye. Voters approved Public Measure “S” with 2,012 Yes votes and 661 No votes, thereby approving a physical plant and equipment tax levy.
County Engineer Dave Paulson presented a map of gravel stockpiles and gravel prices from Stratford Gravel, Inc. Following discussion, motion by Ruggles, second by Danzer to approve the purchase of 125,000 tons of gravel at $4.75 a ton and 50,000 tons of gravel/limestone blend at $6.55 a ton. On roll call, all voted aye. Paulson presented two truck trailer quotes. The first quote was from Housby for a 2018 Mack CXU613 for $117,550. The second quote was from International for a 2018 International LT625 for $111,628.50. Following discussion, motion by Danzer, second by Schettler to approve the purchase of the 2018 Mack CXU613 for $117,550. On roll call, all voted aye.
Motion by Schettler, second by Danzer to approve payment of the payables as presented, with the addition of a payable to Highway 30 Coalition. On roll call, all voted aye.

Motion by Bock, second by Danzer to acknowledge receipt of the FY16 Cost Allocation Plan. On roll call, all voted aye. The plan is compiled by Cost Advisory Services, Inc.
County Supervisor Neil Bock reviewed the county reserves. Bock discussed each fund and gave detail on their balances. Bock explained the objectives to County Reserve Fund review: improved comfort, fidelity and stabilization of budgeting; improved taxation by planning for prudent cash flow without excess taxation; understandable and credible budgeting tool. In FY17 the Mental Health levy was zero, the General Basic levy was 3.5, and it was reaffirmed the value of the Local Option Sales Tax Fund for its flexibility and availability. The Board will discuss what balance they would like to remain in Local Option Sales Tax Fund for future projects.
County Auditor Kourtney Irlbeck reviewed the proposed FY18 County Budget. Irlbeck explained how transferring Local Option Sales Tax funds to General Supplemental and General Basic funds will lower levy for these funds and allow the County to levy for the amount needed for Mental Health without significantly impacting the taxpayer. In FY18 the Board is proposing to transfer $396,380 from Local Option Sales Tax to General Supplemental, this will result in no levy for General Supplemental. The Board is proposing to transfer $363,620 from Local Option Sales Tax to General Basic, this will lower the levy from 3.5 to 3.23. Following discussion, motion by Danzer, second by Ruggles to set the FY18 Carroll County Budget public hearing for Monday, March 6, 2017 at 10 a.m. On roll call, all voted aye.
Danzer reported on Region XII Executive Board meeting and Legislative forum. Upcoming meetings include: Zoning, Wesco Board, Solid Waste, and Conference Board.
Bock reported on Jail Committee meeting, county reserve work, and Legislative Forum. Upcoming meetings include: Carroll City Council, Coalition of Human Services, Conference Board, and CPPC.
Schettler reported on Budget work session, Legislative forum, and LED demonstration. Upcoming meetings include: Carroll City Council, Conference Board, and Conservation Board.
Ruggles reported on Budget work session and Legislative forum. Upcoming meetings include: Conference Board, Carroll Area Childcare Center, and Ambulance Board.
Meiners reported on Chamber banquet, CADC, Budget work session, and Jail Committee meeting. Upcoming meetings include: Carroll City Council, Conference Board, and YES Center.
Motion by Ruggles, second by Schettler to adjourn at 11:44 a.m. On roll call, all voted aye.
