<p>The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Tuesday, February 20, 2018 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.</p>
<p>Motion by Schettler, second by Meiners to approve the agenda as presented. On roll call, all voted aye. Motion by Ruggles, second by Bock to approve the minutes of the February 12, 2018 meeting as written. On roll call, all voted aye.</p>
<p>Chair opened a public hearing for a FY18 budget amendment at 9:02 a.m. Auditor explained amended revenues and amended expenditures. Following discussion and comments from the public, the Chair closed the public hearing at 9:06 a.m. Motion by Schettler, second by Ruggles to approve the budget amendment. On roll call, all voted aye. Motion by Bock, second by Meiners to approve an appropriations resolution to appropriate the funds for amended expenditures. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; Meiners, aye. Motion carried unanimously.</p>
<p>WHEREAS a public</p> hearing has been held for the amendment to the FY18 County Budget as required by Iowa Code 331.435,</p>
<p>BE IT HEREBY RESOLVED that the Carroll County Board of Supervisors adopts said budget amendment, and</p>
<p>BE IT ALSO RESOLVED that the funds for the amended expenditures be fully appropriated for the fiscal year.</p>
<p>The above appropriations resolution was adopted by the Board of Supervisors of Carroll County, Iowa on February 20, 2018.<br/>

<p>The Board reviewed a Professional Services Agreement prepared by Shive Hattery. This agreement is for the Jail Needs Assessment Project. County Sheriff Ken Pingrey explained the County Attorney had reviewed the agreement and offered recommendations to Shive Hattery. Shive Hattery made revisions to original agreement per the County Attorney’s recommendations. Motion by Meiners, second by Ruggles to approve and authorize the Chair to sign the Professional Services Agreement with Shive Hattery. On roll call, all voted aye. </p>
<p>The Board proceeded to discuss FY19 non-profit funding with each member stating their position on the suggested amounts. Following are the amounts approved for FY19 funding; New Opportunities $13,000; New Opportunities Substance Abuse Prevention and Treatment $19,020; Region XII Transit $14,248; Region XII Local Housing Trust $5,000; Region XII Membership fee $17,902; RSVP $9,000; Foster Grandparents $1,000; Elderbridge $14,045; Family Crisis Center $6,000; Family Resource Center $5,000; Carroll County Fair $15,000; Historical Society $4,000; Community of Concern $3,000; Breda Day Care $6,000; Carroll Area Day Care $11,000; Manning Day Care $8,500; Carroll County Soil & Water $5,000; Carroll Area Development Corporation $72,250; Saint Anthony Regional Hospital $67,000 for public health services; Manning Main Street $2,500 each of the following years FY19, and FY20; Carroll Public Library $42,862 and Manning, Coon Rapids, and Glidden Libraries $14,439 each.</p>
<p>The Board discussed the FY19 Budget. Several items pertaining to the budget were discussed, including: Local Option Sales Tax transfers to lower levy rates, Veteran’s Affairs Director salary increase, Capital Fund, and health insurance rates.</p>
<p>Motion by Meiners, second by Ruggles to approve a plat of survey for Lot 3 of SW1/4 Section 12-82-35. On roll call, all voted aye.</p>
<p>Motion by Schettler, second by Meiners to approve 2017 Employee Gross Salaries for publication. On roll call, all voted aye.</p>

<p>Motion by Meiners, second by Schettler to accept the tentative agreement between Carroll County and Teamster Local 238 (Sheriff). On roll call, all voted aye. </p>
<p>Board reviewed a manure management annual update for Danner Finisher, William Danner Jr. in Section 34 of Pleasant Valley Township.</p>
<p>Ruggles reported on Conservation Board meeting. Upcoming meetings include: Timekeeper Webinar and Jail Needs Assessment.</p>
<p>Schettler reported on E911/EMA meeting and Highway 30 Coalition telephone conference.</p>
<p>Bock reported on Union negotiations and CPPC meeting. Upcoming meetings include: Coalition of Human Services and Jail Needs Assessment.</p>
<p>Meiners reported on Carroll Chamber banquet, Union negotiations, Highway 30 Coalition conference call, and YES Center Board meeting. Upcoming meetings include: New Opportunities, ISAC Executive Board, Jail Needs Assessment, and Legislative forum.</p>
<p>Danzer reported on Wesco Board meeting. Upcoming meetings include: Timekeeper Webinar, ISAC, and Legislative forum.</p>
<p>Motion by Ruggles, second by Meiners to adjourn at 11:17 a.m. On roll call, all voted aye.</p>
