Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, February 26, 2018 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Ruggles, second by Schettler to approve the agenda as presented. On roll call, all voted aye. Motion by Meiners, second by Bock to approve the minutes of the February 20, 2018 9 a.m. meeting as written. On roll call, all voted aye. Motion by Schettler, second by Ruggles to approve the minutes of the February 20, 2018 2:00 p.m. meeting as written. On roll call, all voted aye.

County Engineer Dave Paulson presented dump truck quotes from Housby and O’Halloran International. Housby quoted $114,550 for a 2019 Granite GR64FR Mack dump truck less $5,500 for trade-in of a 1991 Mack dump truck. Purchase price would be $109,050 with trade. O’Halloran International quoted $114,595 for a 2019 International HX 515 dump truck less $2,000 for trade-in of a 1991 Mack dump truck. Purchase price would be $112,595 with trade. Following discussion, motion by Ruggles, second by Meiners to approve purchase of two 2019 Mack dump trucks from Housby. On roll call, all voted aye. One truck will be purchased in FY18 and one will be purchased in FY19.

Paulson presented the preliminary asphalt letting results. Inroads, LLC is the low bidder at $2,424,559.08. The asphalt project had an engineer’s estimate of $2,711,196.

Motion by Bock, second by Meiners to approve utility permits for Raccoon Valley REC for work in Section 16 Union Township and Raccoon Valley REC for work in Section 21 Union Township. On roll call, all voted aye.

Paulson updated the Board on Union agreement, gravel price list, deficient bridges report, and Federal-Aid Swap Policy.

County Auditor Kourtney Irlbeck reviewed the proposed FY19 County Budget. Irlbeck explained how transferring Local Option Sales Tax funds to General Supplemental and General Basic funds will lower levy for these funds and allow the County to levy for the amount needed for Mental Health without significantly impacting the taxpayer. In FY19 the Board is proposing to transfer $305,000 from Local Option Sales Tax to General Supplemental, this will result in no levy for General Supplemental. The Board is proposing to transfer $212,042 from Local Option Sales Tax to General Basic, this will lower the levy from 3.5 to 3.13213. Following discussion, motion by Bock, second by Ruggles to set the FY19 Carroll County Budget public hearing for Monday, March 12, 2018 at 10 a.m. On roll call, all voted aye.

Motion by Meiners, second by Schettler to approve payment of payables as presented. On roll call, all voted aye.

Motion by Meiners, second by Bock to accept with regrets the resignation of Janice Hulsing from the Carroll County Board of Adjustment. On roll call, all voted aye.

Motion by Meiners, second by Ruggles to appoint Diane Sturm to the Carroll County Board of Adjustment to fill the vacancy created by Janice Hulsing’s resignation. On roll call, all voted aye.

Meiners reported on Headstart Policy Council meeting, Timekeeper Webinar, ISAC Executive Board conference call, and Jail Committee meeting. Upcoming meetings include: Ambulance Union, Glidden City Council, New Opportunities, and City/County Roundtable.

Danzer reported on sign checks at Region XII, ISAC Executive Board conference call, and Legislative Forum. Upcoming meetings include: work comp coverage, conference call with State Auditor, and City/County Roundtable.

Motion by Ruggles, second by Bock to adjourn at 10:50 a.m. On roll call, all voted aye.
