The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, March 5, 2018 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.
Motion by Bock, second by Ruggles to approve the agenda as presented. On roll call, all voted aye. Motion by Meiners, second by Schettler to approve the minutes of the February 26, 2018 meeting as written. On roll call, all voted aye.
Motion by Meiners, second by Ruggles to approve a utility permit for Century Link to install 112,793 feet of buried fiber optic. On roll call, all voted aye.
County Engineer Dave Paulson presented a revised dump truck quote from Housby. It was approved at the last Board meeting to purchase one truck in FY18 and the other in FY19. Housby will not be able to deliver a truck in FY18. Paulson reviewed a quote for snow plow equipment. Hiway Truck Equipment quoted $82,712.42 for the snow plow equipment for both dump trucks. Following discussion, motion by Meiners, second by Ruggles to approve the purchase of the snow plow equipment in FY18 and the two dump trucks in FY19. On roll call, all voted aye.
The Board reviewed a draft copy of a Facility Use Rules and Regulation resolution prepared by County Attorney John Werden. Following discussion, motion by Ruggles, second by Bock to have Werden prepare a final draft for Board approval. On roll call, all voted aye.
Board reviewed manure management annual updates for Woodford Creek Farms LLC(91) in Section 31 of Cedar Township, Greene County; Twin Rivers Pork Inc., Mark Schroeder in Section 22 of Arcadia Township; and Twin Hill LLC, Joe Danner in Section 32 of Pleasant Valley Township.
Ruggles reported on Carroll Area Childcare Center Board meeting, work comp insurance meetings, City/County Roundtable, and Conference Board meeting. Upcoming meetings include: Planning & Zoning and Rolling Hills Community Services Region.
Schettler reported on conference call with Doug Reed regarding Hazmat providers, Region V Hazmat meeting, City/County Roundtable, Farm Bureau meeting, and meeting with Adam Schweers regarding Highway 30 Coalition. Upcoming Carroll Chamber meeting.
Bock reported on Conference Board meeting, Ambulance Union meeting, and Farm Bureau meeting. Upcoming meetings include: Rolling Hills Community Services Region and Jail Committee.
Meiners reported on Conference Board meeting, Ambulance Union meeting, Glidden City Council meeting, New Opportunities annual meeting, New Opportunities Board meeting, and City/County Roundtable. Upcoming meetings include: Carroll Chamber, CADC, Ambulance, and Jail Committee.
Danzer reported on Conference Board meeting, conference call with State Auditor, work comp insurance meetings, and City/County Roundtable. Upcoming Region XII Board meeting.
Motion by Meiners, second by Ruggles to adjourn at 10:31 a.m. On roll call, all voted aye.
