The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, March 6, 2017 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5. Neil Bock, District 1 was absent.
Motion by Schettler, second by Ruggles to approve the agenda as presented. On roll call, all present voted aye. Motion by Danzer, second by Schettler to approve the minutes of the February 27, 2017 meeting as written. On roll call, all present voted aye.
The Ambulance Board is requesting the Board of Supervisors attend an Ambulance Board meeting. They plan to discuss: reduction in overtime; cost difference of hiring two additional paramedics; new schedule; cost of calls versus reimbursement; service comparisons; and wage comparison. The Board is interested in attending and will work with Ambulance Director Pat Gray to set up a date and time that will work for all Board members.
Motion by Meiners, second by Danzer to approve plats of survey for Lot 1 S1/2 SE1/4 and Lot 2 S1/2 SE1/4 Section 17-84-34; Lot 2 SW1/4 Section 10-82-35; and W1/2 & E1/2 NW1/4 Section 14-82-35. On roll call, all present voted aye.
Motion by Danzer, second by Ruggles to approve a Class C Liquor License for 4RS Tavern, Inc. On roll call, all present voted aye.
Motion by Danzer, second by Schettler to set Monday, March 20th, 2017 at 9:30 a.m. as the date and time for a public hearing for the consideration of a construction permit application for Juergens Brothers, LLC in Section 17 of Union Township. On roll call, all present voted aye.
Board reviewed manure management annual updates for David Weller in Section 35 of Hayes Township in Crawford County; New Fashion Pork, Farm 313-Elite Finisher in Section 12 of Newton Township; and Mark Schroeder, Twin Rivers Pork Inc. in Section 22 of Arcadia Township.

Meiners reported on Jail Committee meeting and sign papers at New Opportunities. Upcoming meetings include: CADC, Transportation meeting, and ISAC meetings.
County Engineer Dave Paulson reviewed the FY17 amended Secondary Roads DOT budget. Motion by Danzer, second by Schettler to approve the FY17 DOT Budget Amendment. On roll call, all present voted aye.
Paulson presented the contract for the Arcadia Shed project. The contract is to construct a 40X50 shed for $127,631. The low bidder was Rotert Construction and the project will be paid with local funds and road use tax. Motion by Ruggles, second by Danzer to authorize Chair to sign contract with Rotert Construction. On roll call, all present voted aye.
Paulson presented the 2017 Asphalt Contracts. The project was bid at the Iowa Department of Transportation and the Board needs to take formal action to award the contracts to Henningsen Construction, Inc. with a total bid of $2,246,269.63. Motion by Danzer, second by Ruggles to approve contract with Henningsen Construction, Inc. On roll call, all present voted aye.
The Board recessed at 9:45 a.m.
The Board reconvened at 9.59 a.m. with Meiners leaving the meeting and Danzer leading the remainder to the meeting.
At 10:00 a.m. the vice chair opened the public hearing for the proposed FY18 county budget. The Countywide tax rate was set at $3.79932 per $1000 of valuation with an additional $2.8791 for rural residents, for a total Countywide/Rural tax rate of 6.67842 per $1000 of valuation. The tax levy rates will raise $6,785,093 in property taxes, up from $6,757,067 for FY17. The FY18 net current property taxes is $6,253,133, up from $6,247,192 in FY17. Following discussion and comments from the public. The chair closed the public hearing at 10:19 a.m.
Motion by Ruggles, second by Schettler to approve the adoption of FY18 county budget and certification of taxes, Resolution No. 2017-002. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye. Motion carried.
RESOLUTION NO. 2017-002
ADOPTION OF FY18 COUNTY BUDGET AND CERTIFICATION OF TAXES
WHEREAS a public hearing has been held for the fiscal year 2018 Carroll County budget in accordance with Iowa Code 331.434,
BE IT RESOLVED that the Carroll County Board of Supervisors adopts said Budget and Certification of Taxes for fiscal year 2018 and,
BE IT ALSO RESOLVED that the compensation for elected officials for FY18 is: Attorney $70,279; Auditor $66,583; Recorder $60,041; Treasurer $63,227; Sheriff $80,727; Supervisors $30,009.
