The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, March 27, 2017 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Bock, second by Ruggles to approve the agenda as presented. On roll call, all voted aye. Motion by Danzer, second by Schettler to approve the minutes of the March 20, 2017 meeting as written. On roll call, all voted aye.

Conservation Director Jason Christensen and City of Carroll Representatives Randy Krauel and Jack Wardell met with the Board to present a request from the City of Carroll to connect the Whitney Street bike to trail to County portion of the Sauk Rail Trail. This would require the City to install a connector portion over County Sauk Rail Trail right of way. The project would take place this summer and the cost of the connector portion of the trail would be installed and maintained by the City of Carroll. Following discussion, motion by Bock, second by Schettler to allow the City of Carroll to install and maintain a trail connector from Whitney Street to the Sauk Rail Trail. On roll call, all voted aye.

Motion by Danzer, second by Schettler to approve payment of payables as presented. On roll call, all voted aye.

County Engineer Dave Paulson discussed Drain 11 and Drain 31 in Section 25 Glidden Township and Drain 66 in Section 14 Richland Township. The drains are in need of repair and the work will be done by the Secondary Road Department. Motion by Danzer second by Ruggles to approve work on Drain 11 or Drain 31 and Drain 66. On roll call, all voted aye.

County Engineer Dave Paulson reviewed a quote from HGM Associates, Inc. for bridge inspection services. HGM will inspect 8 fracture critical bridges for $4,000. Following discussion, motion by Bock, second by Danzer to approve the bridge inspection quote from HGM Associates, Inc. and authorize Board Chair to sign the contract. On roll call, all voted aye.

Motion by Danzer, second by Ruggles to approve the final voucher for BROS-CO14(153)- -8J-14, Brody Bridge project. On roll call, all voted aye.

E911 Coordinator Jason Hoffman and Paulson met with the Board to discuss County street signs. The current signs are approximately 25 years old and are losing some of their reflectivity. Discussion centered on sign size, sign color, cost and need. Following discussion, the Board would like to get several cost estimates for the signs. They would like to know if there will be a savings to purchase all signs at once or if would be better to do the project incrementally. No formal action taken. The Board will address the issue at a later date.

Paulson updated the Board on the following: federal swap, Burlington Northern Railroad meeting regarding bridges in Carroll County, traffic counts along Burlington Northern Railroad, and 5 year program update.

County Treasurer Jean Seidl discussed motorcycle licensing training and requirements. Seidl will have two employees attend the training so her office can offer motorcycle drives and licensing. Seidl updated the Board on the DOT 28E Agreement, second DOT work station and DOT Kiosk. The Board is in agreement to remove the Kiosk as soon as possible.

Board reviewed manure management annual updates for Danner Finisher, William Danner Jr. in Sections 27 & 34 of Pleasant Valley Township; Betty Finisher Farm in Section 5 of Wheatland Township; Kniest Finisher Farm in Section 5 of Kniest Township; and Rodney Hinners, Hillside in Section 30 of Arcadia Township.

Schettler reported on Board of Health meeting, Legislative Forum and City/County Roundtable speaker. No upcoming meetings.

Bock reported on Shive Hattery contact and Legislative Forum. Upcoming meetings include: Rolling Hills Community Services, Carroll City Council, RSVP/Foster Grandparent, and City/County Roundtable.

Danzer reported on Carroll County Solid Waste meeting and sign checks at Region XII. Upcoming meetings include: Railroad, City/County Roundtable and Highway 30 Coalition.

Ruggles reported on Carroll Area Childcare Center Board meeting and Legislative Forum. Upcoming meetings include: Railroad, Watershed, and City/County Roundtable.

Meiners reported on ISAC Leadership meeting, New Opportunities Board meeting, and Maple River quiet zone for railroad noise. Upcoming meetings include: Carroll City Council, Railroad, Access Washington, and City/County Roundtable.

Motion by Schettler, second by Ruggles to adjourn at 11:12 a.m. On roll call, all voted aye.
