Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, April 8, 2019 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Stephanie Hausman, District 4; and Richard Ruggles, District 5.

Motion by Schettler, second by Hausman to approve the agenda as presented with the deletion of utility permits and road discussion. On roll call, all voted aye. Motion by Meiners, second by Ruggles to approve the minutes of the April 1, 2019 meeting as written. On roll call, all voted aye.

Board reviewed a quarterly report for the Sheriff department. Motion by Meiners, second by Ruggles to approve the Sheriff’s quarterly report showing total receipts of $22,262.86. On roll call, all voted aye. (Report on file in the Auditor’s office.)

County Sheriff Ken Pingrey updated the Board on department vehicles. On October 8, 2018 the Board accepted the bid from Champion Ford for a 2019 Ford Explorer. Pingrey explained due to lower than projected production numbers Champion is unable to fulfill their order. Pingrey would like to use the state bid to try and purchase a vehicle from the dealer that has the state bid. He explained that he budgeted for three vehicles in FY19 and none have been purchased. Pingrey will contact the dealer with the state bid and get a price on a Ford Explorer and report back to the Board at a later date.

Carl Wilburn gave a quarterly report for the IT/GIS/Zoning Departments. Twelve building permits were issued during the quarter Wilburn explained some of the projects his department has been involved with during the quarter.

Motion by Meiners, second by Ruggles to approve payment of payables as presented. On roll call, all voted aye.

Board discussed the Scott Stork tuition assistance request. Following discussion, the Board will not offer any tuition assistance.

Board discussed the possibility of moving board meetings to Tuesday. Following discussion, the Board will continue to meet on Mondays.

Board reviewed manure management annual updates for GSC Agri Business, Sparta in Section 35 of Sheridan Township; Woodford Creek Farms LLP, #92 in Section 26 of Wheatland Township; Woodford Creek Farms LLP, #566 in Section 25 of Pleasant Valley Township; Woodford Creek Farms, #741 in Section 34 of Grant Township; Woodford Creek Farms LLP, #744 in Section 6 of Union Township; Woodford Creek Farms LLP, #745 in Section 5 of Kniest Township; Woodford Creek Farms LLP, #745 in Section 13 of Union Township; Woodford Creek Farms LLP, #91 in Section 31 of Cedar Township, Greene County; and Woodford Creek Farms LLP, #565 in Section 1 of Glidden Township.

Bock reported on radio/newspaper interviews. Upcoming meetings include: Jail and Region XII Policy Council.

Ruggles no official reports. Upcoming meetings include: Solid Waste Board, Jail, Region XII Executive Board, and Coon Rapids tower research.

Schettler reported on discussion with Megan Owen regarding salaries. Upcoming meetings include: Conservation Board and Jail.

Hausman reported on email correspondence and calls regarding road conditions. Upcoming meetings include: radio/newspaper interviews, Wesco Board, Jail, and Region XII Policy Council.

Meiners reported on road issues and meeting with Brian Best and City of Carroll officials regarding House File 165. Upcoming meetings include: Jail, CADC, Paulson and road issues, and Dammann retirement.

Motion by Ruggles, second by Hausman to adjourn at 10:20 a.m. On roll call, all voted aye.
