Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, April 10, 2017 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Danzer, second by Ruggles to approve the agenda as presented. On roll call, all voted aye. Motion by Bock, second by Schettler to approve the minutes of the April 3, 2017 meeting as written. On roll call, all voted aye.

County Sheriff Ken Pingrey reviewed a quarterly report for his department. Motion by Ruggles, second by Danzer to approve the Sheriff’s quarterly report showing total receipts of $18,913.89. On roll call, all voted aye. (Report on file in the Auditor’s office.)

Marilyn Dopheide reviewed a quarterly report for the Recorder’s Department. $31,708.49 in which fees were collected for Carroll County, and an additional $60,873.27 was remitted to the State of Iowa. Motion by Bock, second by Schettler to approve the Recorder’s quarterly report. On roll call, all voted aye. (Report on file in the Auditor’s office.) Dopheide also updated the Board on replacement birth certificates.

County Engineer Dave Paulson discussed Drain 90 in Section 32 Richland, Drain 50 in Section 24 Sheridan Township, and Drain 15 in Section 28 Glidden Township. The drains are in need of repair and the work will be done by the Secondary Road Department. Motion by Danzer second by Schettler to approve work on Drain 90, 50, and 15. On roll call, all voted aye.

Motion by Danzer, second by Bock to add utility permit to the agenda. On roll call, all voted aye. Motion by Ruggles, second by Danzer to approve a utility permit for Windstream in Section 26 Washington Township. On roll call, all voted aye.

Motion by Ruggles, second by Danzer to approve plats of survey for Lot 3 NW1/4 SW1/4 Section 28-84-36, Lot 4 NE1/4 NE1/4 Section 32-84-35, and Lot 1 SE1/4 SW1/4, Lot 1 SW1/4 SE1/4, and Lot 2 SW1/4 SE1/4 Section 26-82-33. On roll call, all voted aye.

Motion by Bock, second by Ruggles to approve payment of the payables as presented. On roll call, all voted aye.

FOR CLAIMS ALLOWED BY DEPARTMENT SEE BOARD OF SUPERVISORS SUPPLEMENT BOOK

Carroll County Auditor Kourtney Irlbeck reviewed the FY17 Financial and Statistical Report for Purchase of Service Contracts/Case Management Actual Cost Report prepared by former Case Management Supervisor Justin Schieffer. According to the report Carroll County was overpaid $4,650 from Iowa Medicaid Enterprise. Iowa Medicaid Enterprise will request the overpayment in the spring of 2018. Motion by Bock, second by Ruggles to authorize Chair to sign the FY17 Financial and Statistical Report for Purchase of Service Contracts/Case Management Actual Cost report. On roll call, all voted aye.

The Board discussed the County health insurance plan renewal. Discussion centered on possible changes to the health plan previously discussed by Wellmark representation Clark Nelson. Following discussion, the Board will have Nelson present the possible changes and cost to the County at a later Board meeting. No formal action taken.

Board reviewed manure management annual updates for PI-364 Finisher, Prestage Farms of Iowa LLC in Section 7 of Wheatland Township, Scott Tunning in Section 27 of Newton Township, Floyd Klocke in Section 32 of Newton Township, New Fashion Pork, Elite 314-Elite Finisher 314 in Section 9 of Union Township, N&M Farms, Neil & Mitchol Vonnahme in Section 3 of Washington Township, and Rohe Pork in Section 33 of Eden Township.

Danzer reported on Wild Rose Community Foundation Funds Ceremony, Templeton Rye Open House, sign checks at Region XII, Solid Waste State Conference, and road issue. Upcoming meetings include: Wesco, Carroll County Solid Waste, and Western Iowa Advantage.

Bock reported on Heckroth letter, Templeton Rye Open House, Legislative Forum, discussion with Jean Seidl on driver’s licenses, and Mental Health per capita contribution and equalization. Upcoming CPPC meeting.

Schettler reported on Templeton Rye Open House. Upcoming Conservation Board meeting.

Ruggles reported on Wild Rose Community Foundation Funds Ceremony, Templeton Rye Open House, and Legislative Forum. Upcoming Western Iowa Advantage meeting.

Meiners reported on CADC and Templeton Rye Open House. Upcoming meetings include: CADC and Western Iowa Advantage.

Motion by Schettler, second by Ruggles to adjourn at 10:36 a.m. On roll call, all voted aye.
