The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, April 16, 2018 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Schettler, second by Ruggles to approve the agenda as presented. On roll call, all voted aye. Motion by Bock, second by Schettler to approve the minutes of the April 9, 2018 meeting as written, with a correction on Danner petition description. On roll call, all voted aye.

Motion by Meiners, second by Schettler to approve Carroll County Resolution 2018-007. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, nay; and Meiners, aye. Motion carried.

RESOLUTION NO. 2018-007
A RESOLUTION PROVIDING MATCHING FUNDS FOR
A COMMUNITY ATTRACTION AND TOURISM DEVELOPMENT
GRANT FOR THE CARROLL PUBLIC LIBRARY RENOVATION PROJECT

WHEREAS, the City of Carroll has identified a need to expand and renovate the Carroll Public Library to better meet community needs; and the Carroll County Board of Supervisors supports this project; and,

WHEREAS, a portion of the project will be financed through fundraising, including an application to the Enhance Iowa Community Attraction and Tourism (CAT) grant program; and,

WHEREAS, an expanded and renovated Carroll Public Library will benefit all residents of Carroll and surrounding rural communities without a library in Carroll County through enhanced quality of life and new cultural and educational amenities.

NOW, THEREFORE, BE IT RESOLVED, the Carroll County Board of Supervisors does hereby support this project and commits $5000 a year for five years for a total of $25,000 for the expansion and renovation of the Carroll Public Library. Carroll County’s financial commitment to this project will be contingent upon the successful award of an Enhance Iowa CAT grant to the City of Carroll’s library project.

Motion by Ruggles, second by Bock to go into closed session per Iowa Code Chapter 21.5(1)(c) at 9:04 a.m. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; Meiners, aye. Motion carried.

Motion by Schettler, second by Meiners to go out of closed session at 9:49 a.m. On roll call, all voted aye. No action taken.

Motion by Meiners, second by Bock to approve a plat of survey on Lots 2 & 3 W1/2 NE1/4 Section 20-82-35. On roll call, all voted aye.

Justin Middleton with Liberty National met with the Board to discuss Section 125 Plans his company can offer to Carroll County Employees. Following the presentation, Middleton will provide references to the Board and options for employees. No action taken.

Board reviewed manure management annual updates for Woodford Creek Farms LLP, 91, in Section 31 of Cedar Township, Greene County; Woodford Creek Farms LLP, 92, in Section 26 of Wheatland Township; Woodford Creek Farms LLP, 565, in Section 1 of Glidden Township; Woodford Creek Farms LLP, 741, in Section 34 of Grant Township; Woodford Creek Farms LLP, 744, in Section 6 of Union Township; Woodford Creek Farms LLP, 745, in Section 5 of Kniest Township; Woodford Creek Farms LLP, 746, in Section 13 of Union Township; and Woodford Creek Farms LLP, 751, in Section 12 of Newton Township.

County Recorder, Kathy Schwaller reviewed a quarterly report for the Recorder’s Department. $29,855.90 in which fees were collected for Carroll County, and an additional $55,165.38 was remitted to the State of Iowa. Motion by Meiners, second by Bock to approve the Recorder’s quarterly report. On roll call, all voted aye. (Report on file in the Auditor’s office.)

Carl Wilburn gave a quarterly report for the IT/GIS/Zoning Departments. Eleven building permits were issued during the quarter Wilburn explained some of the projects his department has been involved with during the quarter. Motion by Ruggles, second by Bock to approve the IT/GIS/Zoning Quarterly Report. On roll call, all voted aye.

County Engineer Dave Paulson discussed Drain 69 in Section 12 Grant Township and Drain 45 in the City of Lanesboro. The drains are in need of repair and the work will be done by the Secondary Road Department. Motion by Meiners, second by Schettler to approve work on Drain 69 and 45. On roll call, all voted aye. Paulson gave a brief Department update.

Ruggles reported on Ambulance Board meeting and Region XII Policy Council meeting. Upcoming meetings include: Carroll Area Childcare Center Board and Jail Committee.

Schettler reported on Conservation Board meeting and Highway 30 Conference Call. Upcoming meetings include: Jail Committee and Legislative Forum.

Bock reported on Rolling Hills Community Services Region Board meeting and Region XII Policy Council meeting. Upcoming meetings include: sign checks at RSVP, Coalition of Human Services, Jail Committee, and CPPC.

Meiners reported on Highway 30 Conference Call. Upcoming meetings include: CADC, Jail Committee, and YES Center.

Danzer reported on Wesco Board meeting, Western Iowa Advantage meeting, Region XII Executive Board meeting, and Region XII Policy Council meeting. Upcoming meetings include: Jail Committee, sign checks at Region XII, and Legislative Forum.

Motion by Schettler, second by Meiners to adjourn at 11:48 a.m. On roll call, all voted aye.
