The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, April 23, 2018 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.
Motion by Bock, second by Schettler to approve the agenda as presented with the addition of receipt of FAA letter. On roll call, all voted aye. Motion by Meiners, second by Ruggles to approve the minutes of the April 16, 2018 meeting as written. On roll call, all voted aye.
Rolling Hills Community Services Region CEO, Dawn Mentzer met with the Board to discuss Woodbury County joining the region. Mentzer reviewed explanations for the Rolling Hills Board’s recommendation and reviewed the Memorandum of Understanding. Carroll County has 30 days to make a decision on Woodbury County by voting on a Resolution to Recommend Approval of Woodbury County to Rolling Hills Community Services Region effective July 1, 2019. Following discussion, the Board tabled a decision until May 21, 2018, when the Resolution will be placed on the agenda for vote.
Zoning Administrator Carl Wilburn met with the Board to discuss proposed amended provisions of the Carroll County Zoning Ordinance. The purpose is to implement recommendations to amend the provisions and requirements concerning fences as outlined in the Carroll County Zoning Ordinance. More specifically changing the height of fences, plantings or walls to seven feet. Following discussion, motion by Bock, second by Ruggles to set May 14, 2018 at 10:00 a.m. as the date for the public hearing to consider the amended provisions to Carroll County Zoning Ordinance #14. On roll call, all voted aye.
Motion by Bock, second by Schettler to acknowledge receipt of the FY17 County Audit. On roll call, all voted aye.
The Board reviewed a sample Iowa Great Places support letter for the City of Coon Rapids. The letter indicates strong and ongoing support for the re-designation of Coon Rapids, as an Iowa Great Place. Motion by Ruggles, second by Meiners to authorize Chair to sign letter of support for Coon Rapids and the re-designation as an Iowa Great Place. On roll call, all voted aye.
Ambulance Director Darrell Baker gave a department update. Items discussed included: training, staffing, autopsy costs, def system issues, destruction of documents, work comp insurance, and request to convert vacation time to sick time.
Motion by Schettler, second by Meiners to approve payment of payables as presented. On roll call, all voted aye.
Motion by Meiners, second by Ruggles to approve a fireworks display permit application for Joseph Kock for July 4, 2018. On roll call, all voted aye.
Motion by Meiners, second by Schettler to approve a Class B Beer Permit for Backpocket Brewing. On roll call, all voted aye.
The Board reviewed Carroll County Ordinance #27 Temporary Food Stands. Danzer explained that he had received questions concerning RAGBRAI going through Carroll County this summer and the rules regarding food stands and vendors. Following discussion, Danzer will speak to Werden regarding this. No formal action taken.
Board reviewed manure management annual updates for Brett Halbur in Section 9 of Ewoldt Township; Denis Heithoff, Denis Heithoff #1(South) in Section 7 of Pleasant Valley Township; Denis Heithoff, Denis Heithoff #2 (North) in Section 7 of Pleasant Valley Township; and Denis Heithoff, Denis Heithoff #3 in Section 13 of Arcadia Township.
Motion by Meiners, second by Ruggles to acknowledge receipt of a copy of an email to Greg Siemann with the Carroll Airport Commission from Jeffrey Deitering with the FAA. On roll call, all voted aye.
Ruggles reported on Carroll Area Childcare Center Board meeting, Jail Committee meeting, and meeting with City of Manning concerning first responder work comp coverage. No upcoming meetings.
Schettler reported on Jail Committee meeting and Legislative Forum. No upcoming meetings.
Bock updated the Board on Commercial and Industrial back fill and publishing requirements. Bock reported on sign checks at RSVP/Foster Grandparents, Jail Committee meeting, and CPPC Board meeting. No upcoming meetings.
Meiners reported on radio and newspaper interviews, CADC Board meeting, Jail Committee meeting, YES Center Board meeting, and Legislative Forum. Upcoming Headstart meetings.
Danzer reported on Jail Committee meeting, sign checks at Region XII, discussion with Katie Mason regarding Ordinance #27, call from Doug Carpenter with Coon Rapids regarding Iowa Great Places support letter, and discussion with Randy Drees concerning County Farm. Upcoming meetings include: radio interview and Ordinance #27 research with John Werden.
Motion by Schettler, second by Ruggles to adjourn at 10:47 a.m. On roll call, all voted aye.
