The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, April 30, 2018 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.
Motion by Schettler, second by Meiners to approve the agenda as presented. On roll call, all voted aye. Motion by Ruggles, second by Bock to approve the minutes of the April 23, 2018 meeting as written. On roll call, all voted aye.
Motion by Meiners, second by Ruggles to authorize Chair to sign contracts with Midwest Contracting LLC for box culvert projects: LFM-J8- -7X-14; LFM-J20- -7X-14; and LFM-RICKE- -7X-14. On roll call, all voted aye.
Motion by Meiners, second by Schettler to approve utility permits for Raccoon Valley REC for work in Section 8 of Grant Township; West Central Iowa Rural Water for work in Section 8 of Grant Township; and four permits for Raccoon Valley REC for work in Sections 15, 16, 21, and 22 of Union Township. On roll call, all voted aye.
Motion by Meiners, second by Schettler to authorize placement of a street light at the intersection of Highway 161 and Highway 141. On roll call, all voted aye. Mid-American Energy will install and maintain the light. The County will be responsible for the monthly electric bill, estimated at $28.81 per month.
County Engineer Dave Paulson discussed Drain 46 in Section 25 of Grant Township; Drain 67 in Section 5 of Union Township; Drain 90 in Section 5 of Union Township; Drain 20 in Section 12 of Grant Township; and Drain 97 in Section 10 of Richland Township. The drains are in need of repair and the work will be done by the Secondary Road Department. Motion by Meiners, second by Ruggles to approve work on Drains 46, 67, 90, 20, and 97. On roll call, all voted aye. Motion by Schettler, second by Bock to approve plats of survey for Lot 1 of SW1/4 SW1/4 Section 12-85-35; Lot 1 SE1/4 SE1/4 Section 6-85-35; and Lot 1 Frl. NE1/4 NE1/4 Section 2-85-35. On roll call, all voted aye.
Motion by Meiners, second by Schettler to approve a Tax Abatement Resolution for abatement of real estate taxes for the following parcels: Parcel No. 1130100003 and 1130100004. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; and Meiners, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office.)
Board reviewed manure management annual updates for Quandt Farms, Daryl Quandt in Section 27 of Pleasant Valley Township; John Opperman North, M&I Dehy Inc. in Section 8 of Ewoldt Township; and Sparta, GSC Agri Business in Section 35 of Sheridan Township.
Ruggles reported on ISU Extension Coffee. Upcoming meetings include: Representative Steve King, Jail Committee, and Nishnabotna Watershed.
Schettler no official meetings. Discussion with Mt. Carmel resident regarding issues. Upcoming Jail Committee meeting.
Bock reported on ISU Extension Coffee and Legislative update. Upcoming meetings include: sign checks at RSVP/Foster Grandparents, County blood draw, and Jail Committee.
Meiners reported on Legislative update, Headstart Policy Council meeting, and New Opportunities Board meeting. Upcoming meetings include: Jail Committee and ISAC Supervisor Retreat.
Danzer reported on drainage issue. Upcoming meetings include: Representative Steve King, Jail Committee, sign checks at Region XII, and ISAC Supervisor Retreat.
Motion by Ruggles, second by Bock to adjourn at 9:40 a.m. On roll call, all voted aye.
The Board proceeded on a road tour with County Engineer Dave Paulson.
