The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, May 7, 2018 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.
Motion by Schettler, second by Bock to approve the agenda as presented. On roll call, all voted aye. Motion by Ruggles, second by Meiners to approve the minutes of the April 30, 2018 meeting as written. On roll call, all voted aye.
IT Director Carl Wilburn met with the Board to discuss SANS storage replacement. Wilburn provided a history and inventory of current equipment. Wilburn presented quotes from IP Pathways and Aureon. Aureon provided several options for the County to consider. Wilburn explained each of the proposals. Following discussion, motion by Schettler, second by Ruggles to select the Aureon Option 3 proposal for $72,556.76. On roll call, all voted aye.
Motion by Meiners, second by Bock to approve utility permits for Raccoon Valley REC for work in Section 12 of Kniest Township and West Central Iowa Rural Water for work in Section 13 of Kniest Township. On roll call, all voted aye.
County Engineer Dave Paulson discussed Drain 66 in Section 23 of Richland Township. The drain is in need of repair and the work will be done by the Secondary Road Department. Motion by Meiners, second by Ruggles to approve work on Drain 66. On roll call, all voted aye. Paulson reviewed a quote from Schmillen Construction, Inc. for concrete crushing at $5.25/ton. Motion by Bock, second by Ruggles to accept the proposal from Schmillen Construction, Inc. On roll call, all voted aye.
Motion by Meiners, second by Schettler to approve a plat of survey for Lot 1 of NW1/4 SW1/4 Section 5-85-36. On roll call, all voted aye.
Danzer discussed a meeting with Representative Steve King and other concerned individuals regarding the FAA rules and wanting clarity on recent changes. Danzer prepared a letter that he would like to send to the FAA, inviting them to visit Carroll, tour the area affected, and clarify the rules. Motion by Bock, second by Ruggles to authorize Chair to sign letter after minor changes are made. On roll call, all voted aye.
The Board discussed Carroll County Ordinance No. 27. This was prepared on June 12, 2006 in preparation of RAGBRAI. The Board will propose to amend the Ordinance to reflect the upcoming RAGBRAI visit in July 2018. Danzer will have Carroll County Attorney John Werden review the Ordinance and possibly set a public hearing at the next Board meeting.
Board reviewed manure management annual updates for Woodford Creek Farms LLP, 750 in Section 12 of Pleasant Valley Township; Woodford Creek Farms LLP, 566 in Section 25 of Pleasant Valley Township; and Woodford Creek Farms LLP, 752 in Section 9 of Union Township.
Ruggles reported on meeting with Representative Steve King meeting and Jail Committee meeting. No upcoming meetings.
Schettler reported on Jail Committee meeting. No upcoming meetings.
Bock reported on sign checks at RSVP/Foster Grandparents, County blood draw, Jail Committee meeting, visit with Representative Brian Best, and review of levy rates and debt service amount. Upcoming meetings include: Employee Handbook, Union, and Jail Committee.
Meiners reported on Jail Committee meeting and ISAC Supervisor Retreat. Upcoming meetings include: Union, Employee Handbook, Jail Committee, CADC, and REG Open House.
Danzer reported on meeting with Representative Steve King, Jail Committee meeting, sign checks at Region XII, Drain 90, and ISAC Supervisor Retreat. Upcoming meetings include: Carroll County Solid Waste and Drain 90 follow-up.
Motion by Meiners, second by Ruggles to adjourn at 10:27 a.m. On roll call, all voted aye.
