Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, May 8, 2017 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Bock, second by Ruggles to approve the agenda as presented. On roll call, all voted aye. Motion by Danzer, second by Schettler to approve the minutes of the May 1, 2017 meeting as written. On roll call, all voted aye.

County Engineer Dave Paulson gave an update on Drain 18 in Section 3 of Union Township. Paulson discussed Drain 54 in Section 26 of Richland Township, Drain 70 in the City of Breda, Drain 66 in Section 23 of Richland Township, and Drain 25 in Section 18 of Sheridan Township. The drains are in need of repair and the work will be done by the Secondary Road Department and private contractor. Motion by Danzer, second by Ruggles to approve work on Drain 54, 70, 66, and 25. On roll call, all voted aye except Bock who abstained.

Motion by Bock, second by Schettler to approve utility permits for Windstream in Section 29 of Richland Township and Mid-American Energy in Sections 9 and 16 of Eden Township. On roll call, all voted aye.

Paulson discussed the dust control for the upcoming asphalt jobs. He explained they will apply dust control to approximately 22 spots. Paulson updated the Board on the Box Culvert Project.

Motion by Bock, second by Ruggles to approve a plat of survey for Lot 1 SW1/4 Section 36-83-34. On roll call, all voted aye.

Motion by Danzer, second by Schettler to approve a Resolution for Interfund Operating Transfer of $57,598.79 from Tax Increment Financing Fund to Local Option Sales Tax Fund. On a roll call vote, Meiners, aye; Ruggles, aye; Schettler, aye; Bock, aye; Danzer, aye. Motion carried unanimously. (Resolutions on file in the Auditor’s Office)

Motion by Danzer, second by Schettler to set the public hearing for a construction permit for AE Pork, LLC., Section 32, Maple River Township on May 30, 2017 at 9:30 a.m. On roll call, all voted aye.

Board discussed FY18 County Employee Health Plan Rates and Benefits. The Board will allow Clark Nelson from Wellmark to meet with employees to explain a high deductible health plan with health savings account option. This plan will be offered along with the two current health plans. Following discussion, motion by Bock, second by Danzer to approve the FY18 final rates from Wellmark Blue Cross Blue Shield and HM Life. On roll call, all voted aye.

Motion by Danzer, second by Bock to approve payment of payables as presented. On roll call, all voted aye.

The Board reviewed a request from Partnerships 4 Families. They are looking for persons willing to represent the children as a board member. The Board declined the request.

The board proceeded to canvass the May 2nd special election held for the City of Manning. Motion by Bock, second by Schettler to approve Public Measure “A” canvass and abstract for the City of Manning special election, held on May 2, 2017. On a roll call vote, Meiners, aye; Ruggles, aye; Schettler, aye; Bock, aye; Danzer, aye. Motion carried unanimously, Voters approved Public Measure “A” with 70 Yes votes and 5 No votes. Motion by Meiners, second by Danzer to approve Public Measure “B” canvass and abstract for the City of Manning special election, held on May 2, 2017. On a roll call vote, Meiners, aye; Ruggles, aye; Schettler, aye; Bock, aye; Danzer, aye. Motion carried unanimously, Voters approved Public Measure “B” with 73 Yes votes and 4 No votes. Motion by Ruggles, second by Bock to approve Public Measure “C” canvass and abstract for the City of Manning special election, held on May 2, 2017. On a roll call vote, Meiners, aye; Ruggles, aye; Schettler, aye; Bock, aye; Danzer, aye. Motion carried unanimously, Voters approved Public Measure “C” with 71 Yes votes and 5 No votes. Motion by Danzer, second by Ruggles to approve Public Measure “D” canvass and abstract for the City of Manning special election, held on May 2, 2017. On a roll call vote, Meiners, aye; Ruggles, aye; Schettler, aye; Bock, aye; Danzer, aye. Motion carried unanimously. Voters approve Public Measure “D” with 71 Yes votes and 4 No votes. Motion by Danzer, second by Schettler to approve a fireworks display permit application for the Carroll Country Club for July 4, 2017, with a rain date of July 8, 2017. On roll call, all voted aye.

Board reviewed a manure management annual update for Quandt Farms, Daryl Quandt in Section 27 of Pleasant Valley Township.

Schettler no official meetings. Upcoming meetings include: Conservation Board and Highway 30 Coalition.

Bock reported on Drain 77, Fricke Building, and dust control issues. Upcoming Safety Committee meeting.

Danzer reported on ISAC Retreat. Upcoming meetings include: Wesco Board, Carroll County Solid Waste, Region XII, and investigate Drain 18 issues.

Ruggles reported on Drain 18 issues. Upcoming meetings include: Ambulance Board, Legislative Forum, and investigate Drain 18 issues.

Meiners reported on ISAC retreat. Upcoming meetings include: CADC and Legislative Forum.

Motion by Ruggles, second by Bock to adjourn at 10:51 a.m. On roll call, all voted aye.
