Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, May 13, 2019 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Stephanie Hausman, District 4; and Richard Ruggles, District 5.

Motion by Meiners, second by Schettler to approve the agenda as presented with the deletion of Veteran Affairs Commission. On roll call, all voted aye. Motion by Schettler, second by Hausman to approve the minutes of the April 29, 2019 meeting with a correction. On roll call, all voted aye.

County Treasurer Jean Seidl met with the Board to discuss a request from the City of Carroll. Seidl explained that the City of Carroll would like to enter into a 28E Agreement for Parking Ticket Enforcement. The agreement would allow the Treasurer to collect or enforce delinquent parking fines on behalf of the City of Carroll in conjunction with renewal of motor vehicle registrations. Following discussion, motion by Ruggles, second by Meiners not to enter into a 28E Agreement with the City of Carroll. On roll call, Bock, aye; Ruggles, aye; Schettler, nay; Hausman, aye; and Meiners, aye. Motion carried.

Motion by Schettler, second by Ruggles to approve payment of payables as presented. On roll call, all voted aye.

FOR CLAIMS ALLOWED BY DEPARTMENT SEE BOARD OF SUPERVISORS SUPPLEMENT BOOK A

IT Director Carl Wilburn met with the Board to discuss a job posting for the Information Technology Support Technician position. The Board reviewed job duties, possible start date, and interview process. Wilburn will work with the ICIT County Technology Assessment Program members to review applications and handle initial interviews. They would then bring the candidates before the Board for additional interviews. Motion by Ruggles, second by Hausman to authorize Wilburn to advertise for the Information Technology Support Technician position. On roll call, all voted aye.

Motion by Schettler, second by Meiners to approve a firework display permit application for Bruce Nelson for July 4, 5, or 6th 2019. On roll call, all voted aye.

Motion by Ruggles, second by Meiners to approve the 2019 Tax Suspension list. On roll call, all voted aye.

Motion by Schettler, second by Ruggles to approve the FY20 Substance Abuse Grant Application/Subcontract and to name Joann Martin as the authorized signatory on the Application for Substance Abuse Treatment and Prevention Grant. On roll call, all voted aye.

Meiners reported on City/County Roundtable, New Opportunities meetings regarding architect selection, New Opportunities Policy Council meeting, ISAC meetings, jail meeting, CADC Board meeting, and conference call with the City of Carroll regarding jail driveways. Upcoming YES Center Board meeting.

Bock reported on City/County Roundtable, discussion with County Farm adjacent landowner, Communities for Children conference call, Legislative forum, sign checks at RSVP/Foster Grandparent, meeting regarding jail driveways, discussion with Representative Brian Best and Senator Mark Segebart, jail meeting, and call regarding County funding Conservation capital project. Upcoming radio and newspaper interviews.

Ruggles reported on City/County Roundtable, jail meeting, conference call with the City of Carroll regarding jail driveways, and Carroll County Solid Waste Board meeting. Upcoming Region XII Board meeting.

Motion by Hausman, second by Ruggles to adjourn at 10:32 a.m. On roll call, all voted aye.
