The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, May 14, 2018 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.
Motion by Schettler, second by Bock to approve the agenda as presented. On roll call, all voted aye. Motion by Meiners, second by Ruggles to approve the minutes of the May 7, 2018 meeting as written. On roll call, all voted aye.
Motion by Ruggles, second by Schettler to approve payment of payables as presented. On roll call, all voted aye.

Motion by Meiners, second by Bock to approve plats of survey for Lot 5 of NE1/4 SE1/4 Section 13-83-36 and Parcel B Lot 2 of NW1/4 NW1/4 Section 28-82-35. On roll call, all voted aye.
The Board tabled discussion of Carroll County Ordinance No. 27.
Board reviewed manure management annual updates for Twin Hill LLC-2, Joe Danner in Section 32 of Pleasant Valley Township; Woodford Creek Farms LLP, 749 in Section 11 of Pleasant Valley Township; Woodford Creek Farms LLP, 94/740 in Section 4 of Union Township; Eischeid Farms Inc. in Section 6 of Roselle Township; Meyer 2, Larry Meyer in Section 14 of Sheridan Township; JMK Finishers, Jason Klein in Section 13 of Ewoldt Township; and Schon Finisher #2, Joey Schon in Section 4, Greenbrier Township, Greene County.
Carroll County Sheriff Ken Pingrey, representing the Jail Study Committee met with the Board to inform them of the Committee’s recommendation. Pingrey explained that after much thought and consideration the Committee feels the Board should move forward with the site west of the Courthouse for placement of the new jail. Pingrey discussed the many reasons the Committee feels this is the best option. There were several comments and questions by the public in attendance. Some items of concern were as follows: changing the look of the current courthouse, reduction in parking spaces, future expansion, and options of off-site construction. The Board heard from several attendees and also discussed the recommendation. Each Board member stated their thoughts on the project. The Board ceased discussing this to allow for the public hearing scheduled.
At 10:20 a.m. the Chair opened a public hearing to comments on amendments to the County Zoning Ordinance. Carl Wilburn reviewed the sections modified, 14.16.030 Side Yard Exceptions and Modifications and 14.16.040 Rear Yard Exceptions and Modifications. Following discussion and hearing no other comments, and having received no written comments, the Chair closed the public hearing at 10:23 a.m. Motion by Meiners, second by Ruggles to approve the first reading of Amendments to Carroll County Zoning Ordinance and waive the second and third readings. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; and Meiners, aye. Motion carried unanimously. Amendments to Ordinance No. 14 will be effective upon publication.
The Board continued discussion on the placement of a new jail. Pingrey presented two options from Shive Hattery both placing the new jail on the west side of the Courthouse. One option allowed for structured parking underneath and the other did not. Each Board member again stated their thoughts on the project. Following discussion, motion by Bock, second by Meiners to move forward with Model D with structured parking. On roll call, all voted aye. This will allow Shive Hattery the direction they need to keep moving forward with a final plan.
Ruggles reported on Journey Open House. Upcoming meetings include: Voting Laws Roundtable, Radio, and Newspaper.
Bock reported on Employee Handbook meeting, Union meeting, Ambulance overtime meeting, Jail Committee meeting, and Journey Open House. No upcoming meetings.
Schettler reported on Highway 30 Coalition meeting. Upcoming meetings include: Conservation Board and Board of Health.
Meiners reported on Employee Handbook meeting, Union meeting, Ambulance overtime meeting, Jail Committee meeting and Journey Open House. Upcoming YES Center meeting.
Danzer reported on meeting with Mary Wittry with Carroll County Solid Waste, Drain 90 update, discussion with Stacy Venteicher regarding Glidden Township Cemetery, and Journey Open House. Upcoming meetings include: Wesco, Voting Laws Roundtable, and Region XII.
Motion by Meiners, second by Ruggles to adjourn at 12:01 p.m. On roll call, all voted aye.
