Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, May 15, 2017 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Danzer, second by Bock to approve the agenda as presented with an additional manure management annual update. On roll call, all voted aye. Motion by Bock, second by Schettler to approve the minutes of the May 8, 2017 meeting with a clarification on the drainage repairs. On roll call, all voted aye.

County Engineer Dave Paulson gave an update on Drain 70 in the City of Breda and Drain 54 in Section 26 of Richland Township. Paulson reviewed drains that need to be assessed. Motion by Schettler, second by Danzer to approve the following drainage assessments: 120% on Drain 15, 120% on Drain 18, 30% on Drain 25, 20% on Drain 29, 5% on Drain 31, 20% on Drain 33, 110% on Drain 50, 50% on Drain 54, 90% on Drain 66, 50% on Drain 70, 6% on Drain 90, and 25% on Drain 105. On roll call, all voted aye. Drainage assessments will be sent out with FY18 property tax statements.

Motion by Ruggles, second by Danzer to approve a utility permit for Mid-American Energy along 320th Street in Newton Township. On roll call, all voted aye. Paulson updated the Board on the Box Culvert Projects, Arcadia shed, and asphalt projects.

Motion by Schettler, second by Danzer to approve a Resolution for Interfund Operating Transfer of $1,000 from General Basic Fund to Capital Fund. On a roll call vote, Meiners, aye; Ruggles, aye; Schettler, aye; Bock, aye; Danzer, aye. Motion carried unanimously. (Resolution on file in the Auditor’s Office)

Environmental Health Director Carey Kersey met with the Board to discuss additions to the rules section of the Carroll/Crawford County Board of Health Rules and Regulations under Non-Public Water Wells. The rule changes pertain to well inspection and inventory prior to time of sale. Discussion centered on if these changes should be in the form of a rule or amended to be included in County Ordinance #3. Following discussion, Kersey will have the Board of Health review County Ordinance #3 and the Ordinance will be amended to include the rule changes. The public hearing for the amendment to County Ordinance #3 will be set at a later date. No formal action taken.

Motion by Schettler, second by Ruggles to approve County Treasurer’s Resolution to Name Depositories in the County. On a roll call vote, Meiners, aye; Ruggles, aye; Schettler, aye; Bock, aye; Danzer, aye. Motion carried unanimously

RESOLUTION NAMING DEPOSITORIES

BE IT RESOLVED, that the Board of Supervisors of Carroll County, in Carroll County, Iowa, approves the following list of financial institutions to be depositories of the Carroll County funds in conformance with all applicable provisions of Iowa Code Chapters 12B and 12C of the Code of Iowa. The Carroll County Treasurer, Jean Seidl, is hereby authorized to deposit the Carroll County funds in amounts not to exceed the maximum approved for each respective financial institution as set out below.

Motion by Bock, second by Ruggles to approve a Tax Abatement Resolution for abatement of real estate taxes for the following parcel: Parcel No. 13-19-200-902. This is incomplete parcel for taxation on a billboard. The billboard’s owner and address are unknown. On roll call vote, Meiners, aye; Ruggles, aye; and Schettler, aye; Bock, aye; and Danzer, aye. Motion carried unanimously. (Resolution on file in the Treasurer’s office.)

The Board discussed the vacant office space in Suite B of the Fricke Building. Bock has an entity interested in leasing 2 to 3 offices. Rent will be based on square footage and Bock will follow up with the entity to determine the amount of square footage needed. The Board will then determine the lease amount. Utilities will be pro-rated on a quarterly basis. This will be determined by square footage also.

Danzer reported on Wesco Board meeting, Carroll County Solid Waste Board meeting, and Drain 18. Upcoming meetings include: Region XII and AE Pork site visit.

Meiners reported on CADC Board meeting and Legislative Forum. Upcoming meetings include: YES Center and AE Pork site visit.
