Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, May 21, 2018 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Neil Bock, District 1; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5. Dean Schettler, District 2 was absent.

Danzer opened the meeting by tabling item #4 Courthouse – Emerald Ash Bore Prevention quotes and item #5 Wellmark FY19 Health Plan Renewal.

Motion by Meiners, second by Ruggles to approve the agenda as presented with tabled items. On roll call, all present voted aye. Motion by Bock, second by Meiners to approve the minutes of the May 14, 2018 meeting as written. On roll call, all present voted aye.

Motion by Bock, second by Ruggles to approve plats of survey for Lot 1 & Lot 2 of the NE1/4 NE1/4 Section 9-83-34; Survey located south line of the SW1/4 NW1/4 Section 7-82-36. On roll call, all present voted aye.

Motion by Meiners, second by Ruggles to approve utility permits for Western Iowa Power Cooperative in Section 2 of Ewoldt Township and MidAmerican Energy to install new overhead voltage line on Hawthorne Ave from 300th St to 320th St. On roll call, all present voted aye.

Board discussed the resolution recommending approval of Woodbury County’s request to join the Rolling Hills Community services region. Bock reviewed the resolution and recommended not to approve the resolution. This will change the composition from a rural setting to an urban setting with many more problems. Bock reviewed many more concerns and issues with the joining of Woodbury County. After more discussion Board was in agreement to not sign the resolution.

Motion by Meiners, second by Ruggles to allow the vote to happen on approval of the proposed RESOLUTION #2018-008. RESOLUTION RECOMMENDING APPROVAL OF WOODBURY COUNTY’S REQUEST TO JOIN THE ROLLING HILLS COMMUNITY SERVICES REGION EFFECTIVE JULY 1, 2019. On a roll call vote, Ruggles, nay; Bock, nay; Meiners, nay; Danzer, nay. Motion was unanimous to not allow approval of proposed RESOLUTION #2018-008.

Board reviewed manure management update for Quandt Farms, Section 27, Pleasant Valley Township.

Ruggles attended the Roundtable meeting with Paul Pate about the new voter laws requiring ID. Met with Carroll City Manager – Michael Pogge-Weaver concerning the FAA letter. Upcoming is Carroll Area Day Care meeting.

Bock reported on Coalition of Human Services meeting. Upcoming meetings with RSVP, Rolling Hills Meeting and radio and newspaper.

Meiners, Cherokee Detention Center meeting was canceled for the month. Upcoming: CADC, meeting with Engineer Dave Paulson and Mayor of Templeton. Updated the Board on a letter he sent to Governor Reyonlds on HF2472.

Danzer reported on RSVP – trying to put an office in Denison, WESCO meeting, and Region XII meeting, Region XII Executive Board meeting. Drain 99 in the Coon Rapids area. Upcoming will be Dr. 99 and RAGBRAI food service Ordinance #27.

Motion by Bock, second by Meiners to adjourn at 9:40 a.m. On roll call, all present voted aye.
