Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, June 25, 2018 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Schettler, second by Ruggles to approve the agenda as presented. On roll call, all voted aye. Motion by Bock, second by Meiners to approve the minutes of the June 18, 2018 meeting with a correction. On roll call, voted aye.

Motion by Schettler, second by Bock to approve a utility permit for Breda Telephone Corp. for work in Section 36 of Glidden Township. On roll call, all voted aye.

Motion by Meiners, second by Ruggles to approve the 2018 Tax Suspension list. On roll call, all voted aye.

Motion by Bock, second by Schettler to approve payables for payment as presented. On roll call, all voted aye.

Motion by Ruggles, second by Meiners to set Monday, July 2, 2018 at 9:30 a.m. as the date and time for a public hearing for the consideration of a construction permit application for Prestage Farms in Section 5 of Wheatland Township. On roll call, all voted aye.

The Board discussed the County Mental Health Advocate. Rolling Hills Community Services Region has recommended that Carroll County use the mental health advocate that all other counties in the region use. Carroll County currently has their own advocate. Following discussion, motion by Meiners, second by Ruggles to terminate employment with Mental Health Advocate Brett Michael effective July 1, 2018. On roll call, all voted aye. The County will use the Rolling Hills Community Services Region Mental Health Advocate effective July 1, 2018.

Motion by Meiners, second by Schettler to approve a Business Associate Agreement with Iowa Counties Technology Services. On roll call, all voted aye. ISAC recommended that all counties sign the agreement due to utilizing the County Service Network which stores private health information.

Motion by Schettler, second by Ruggles to participate in the ISAC HIPAA Program for FY19. On roll call, all voted aye.

Motion by Bock, second by Meiners to remove the previously approved 25% Drainage Assessment on Drain 86-150. On roll call, all voted aye. This is a shared drain with Greene County and there was a joint motion to approve a 4.2% assessment. The 25% assessment was made in error.

Motion by Ruggles, second by Bock to approve a fireworks display permit application for Central Church for July 4, 2018. On roll call, all voted aye.

Board reviewed manure management updates for: Kenneth Sanders in Section 19 of Maple River Township; Hawker Farms II LLC in Section 15 of Wheatland Township; Meyer 2, Larry Meyer in Section 14 of Sheridan Township; Twin Hill LLC, Stonepath III in Section 23 of Pleasant Valley Township; Randy Kohorst, Schweers Finisher in Section 5 of Arcadia Township; Randy Kohorst, Randy Kohorst Farm Site #1 in Section 16 of Wheatland Township; and Randy Kohorst, Randy Kohorst Farm Site #2 in Section 32 of Wheatland Township.

The Board discussed quotes received from bond counsel Ahlers & Cooney and Dorsey & Whitney. Ahlers & Cooney quoted a fee in the $12,000 range and Dorsey & Whitney quoted a fee not to exceed $12,500. Following discussion, motion by Bock, second by Meiners to approve hiring Dorsey & Whitney to represent Carroll County as bond counsel moving forward with the jail project. On roll call, all voted aye.

Ruggles reported on Stop the Bleed meeting, Prestage Farms Construction Site visit, and Chamber coffee. Upcoming Jail meeting.

Schettler reported on the Access Washington trip. No upcoming meetings.

Bock reported on Coalition of Human Services and unemployment stats. Upcoming meetings include: Jail, Rolling Hills Community Services, CPPC, and 2nd Judicial District.

Meiners reported on CADC and Prestage Farms Construction Site visit. Upcoming meetings include: Jail and New Opportunities Executive Board.

Danzer reported on Prestage Farms Construction Site visit and issues with Drain 45. Upcoming meetings, include: Jail and FAA correspondence.

Motion by Ruggles, second by Bock to adjourn at 10:04 a.m. On roll call, all voted aye.
