Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, June 26, 2017 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Ruggles, second by Danzer to approve the agenda as presented. On roll call, all voted aye. Motion by Bock, second by Schettler to approve the minutes of the June 19, 2017 meeting with a correction. On roll call, all voted aye.

Zach Niehaus, Custodian was in to discuss the options for record storage at Mallard View building. Board is in agreement to remove the records to the Education Center as planned.

Motion by Danzer, second by Ruggles to approve a utility permit for Breda Telephone dba Western Iowa Networks for work in Section 30 Grant Township. On roll call, all voted aye.

Dave Paulson requested approval for Arcadia Limestone to add 5,000 to 10,000 tons more limestone to the original contract for the Carroll stockpile at the original price of $15.44 per ton.

Motion by Schettler, second by Bock to approve the addition of 5,000 to 10,000 tons of limestone to the original contract of Arcadia Limestone at the same price of $15.44 per ton to be delivered to the Carroll Stockpile. On roll call, all voted aye.

Paulson discussed the hiring of two Operator 1 level positions.

Motion by Bock, second by Danzer to approve the engineer to advertise for two Operator 1 positions with Secondary Roads to be filled late August. On roll call, all voted aye.

Paulson presented a quote from Ziegler Inc for a 12M3 AWD motor grader for $324,174.00. Paulson would like to keep the trade in to have two spares on hand. Following discussion, motion by Ruggles, second by Danzer to offer $313,700.00 to Ziegler Inc. for the 12M3 AWD motor grader with no trade in. On roll call, all voted aye.

Paulson discussed purchasing one new dump truck. Board requested engineer to bring back quotes for the truck.

A request was made by Paul Schumacher to close Orange Ave for approximately 30 minutes for private fireworks display on July 29. The request was denied by the Board.

Paulson discussed Drain 45 in the City of Lanesboro. There is a depression in the street and is a tile issue. Motion by Danzer, second by Ruggles to repair Drain 45 in the City of Lanesboro and the work will be done by Secondary Road Department. On roll call, all voted aye.

Engineer updated the Board on several projects in the County.

Motion by Danzer, second by Bock to approve fireworks display permit application for Chuck Danner for July 1 st. On roll call, all voted aye.

Motion by Bock, second by Ruggles to approve fireworks display permit application for Eric Polson for July 4th. On roll call, all voted aye.

Motion by Ruggles, second by Bock to approve fireworks display permit application for Jared Strong for July 2nd. On roll call, all voted aye.

Motion by Schettler, second by Danzer to approve payment of payables as presented. On roll call, all voted aye.

Board discussed the proposal to update Carroll County Employee Handbook from Renee Von Bokern. Motion by Meiners, second by Danzer to retain Renee Von Bokern to update the Carroll County Employee Handbook. Board request the County Attorney be involved and review the handbook also. The total cost is $4,800 that includes the meeting/training session with County department heads, travel, mileage, copy, costs and updating. On roll call, all voted aye.

Motion by Ruggles, second by Danzer to approve a Class B Beer Permit/Outdoor Service for Hy-Vee, Inc. On roll call, all voted aye.

Board reviewed manure management annual updates for PI-271 Finisher, Prestage Farms of Iowa, Section 30, Newton Township, Eischeid Farms Inc., Section 6, Roselle Township, Ben David Klocke, Section 33, Eden Township, Wheatland Finisher Farm, Hawker Farms II LLC, Section 15, Wheatland Township, Cumberland, Section 2, Lincoln Township, Audubon County, Anthofer Family Farms, Danny Anthofer, Section 32, Viola Township, Audubon County, Joseph Riesberg Facility, Section 32, Roselle Township, Ranch Creek, Juergens Brothers LLC, Section 25, Sheridan Township, Conner North, Stuart and Becca Conner, Section 20, Jasper Township.

Motion by Bock, second by Ruggles to add and approve a payable for the VA Department the purchase of a laser printer. On roll call, all voted aye.

Danzer reported on the Soil and Health Proclamation, attended a meeting with Saint Anthony Hospital. He has no upcoming meetings

Bock had conference call with 2nd Judicial District about upcoming agenda and reported on the 2nd Judicial District quarterly meeting. Discussed the Rolling Hills Community Services Region update. Upcoming meetings with R.S.V.P. and Rolling Hills.

Schettler upcoming events are Roslyn Russel WMA meeting, July 12, the DNR Conservation District on June 28th is hosting a drainage event, and on July 13 at Al’s Corner Clean Water Alliance is hosting a One Stop Cover Crop Shop event.

Ruggles reported on the Carroll Area Day Care and upcoming Pictometry informational meeting on June 27.

Meiners reported on meeting with Saint Anthony Hospital and Policy Council meeting. Upcoming is Pictometry informational meeting on June 27, CADC, Sheriff Department and New Opportunities.

Bock reported on the Coalition of Human Services meeting.

Motion by Ruggles, second by Bock to adjourn at 10:56 a.m. On roll call, all voted aye.
