The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, July 2, 2018 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.
Motion by Ruggles, second by Meiners to approve the agenda as presented. On roll call, all voted aye.
Motion by Bock, second by Schettler to approve the minutes of the June 25, 2018 meeting as written. On roll call, voted aye.
County Engineer Dave Paulson discussed Drain 45 in Section 9 of Jasper Township. The drain is in need of repair and the work will be done by the Secondary Road Department. Motion by Bock, second by Ruggles to approve work on Drain 45 in Section 9 of Jasper Township. On roll call, all voted aye.
Motion by Ruggles, second by Meiners to approve utility permits for Western Iowa Power Cooperative for work in Sections 5 and 8 of Washington Township and Cailey Wendl for work in Sections 20 and 21 of Pleasant Valley Township. On roll call, all voted aye.
Motion by Schettler, second by Bock to accept with regrets the retirement of Home Care Aide Kristine Nagl effective June 29, 2018. On roll call, all voted aye.
Motion by Bock, second by Meiners to approve a plat of survey for Section 27-84-33. On roll call, all voted aye.
Motion by Bock, second by Ruggles to approve a Class B Beer Permit/Outdoor Service for Hy-Vee, Inc. On roll call, all voted aye.
Motion by Schettler, second by Bock to approve a Class B Beer Permit/Outdoor Service for Backpocket Brewing LLC. On roll call, all voted aye, except for Danzer who abstained.
Motion by Schettler, second by Meiners to approve an Appropriations Resolution, appropriating 85% of the FY19 budgeted expenditures. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; Meiners, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office.)
At 9:30 a.m. the chair opened a public hearing for the Prestage Farms of Iowa LLC. Construction Permit Application. The Supervisors attended the site inspection conducted by the Iowa DNR on June 20, 2018. Kent Krause from Pinnacle reviewed site information, master matrix scoring, and manure application procedures. Hearing no comments, the chair closed the public hearing at 9:37 a.m. Motion by Meiners, second by Ruggles to recommend approval of the construction permit application for the Prestage Farms of Iowa LLC. site. On roll call, all voted aye.
Board reviewed manure management updates for: Anthofer Family Farm in Section 32 of Viola Township, Audubon County; Mike Sibbel in Section 25 of Washington Township; Alan & Lisa Eischeid, Homeplace in Section 7 of Roselle Township; Lavern Greving in Section 34 of Pleasant Valley Township; and Dennis & Bill Vonnahme in Section 25 of Wheatland Township.
Ruggles reported on Garden View open house and Jail meeting. Upcoming City of Arcadia council meeting.
Schettler reported on meeting with Jason Christensen, Danzer and Tiefenthalers regarding property near the gun range and Sauk Trail. Tiefenthalers’ are interested in selling approximately 2 acres of the property to the County. Schettler also reported on the E911/EMA meeting. Schettler discussed the presentation given by Motorola regarding the state wide upgrade to an interoperable system. The upgrade will move radios and pagers used by emergency services personnel to a digital system. Schettler expressed concern over the proposed cost of $4,000,000 and annual service contract and how he feels this should be addressed before the public vote on a new jail.
Bock reported on radio and newspaper interviews, email to Brett Michael regarding job status, Jail meeting, Rolling Hills Community Services meeting, CPPC/DECAT meeting, and 2nd Judicial District meeting. No upcoming meetings.
Meiners reported on Jail meeting and New Opportunities Executive Board meeting. Upcoming meetings include: radio interview and City of Arcadia Council.
Danzer reported on Drain 45 issues, City of Carroll zoning issues within the two mile limit and Ag Preservation district, sign checks at Region XII, and meeting with Jason Christensen, Schettler and Tiefenthalers regarding property near the gun range and Sauk Trail. Tiefenthalers’ are interested in selling approximately 2 acres of the property to the County. No upcoming meetings, continued work on FAA correspondence.
Motion by Ruggles, second by Bock to adjourn at 10:12 a.m. On roll call, all voted aye.
