Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, August 6, 2018 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Bock, second by Schettler to approve the agenda as presented. On roll call, all voted aye. Motion by Meiners, second by Ruggles to approve the minutes of the July 30, 2018 meeting as written. On roll call, voted aye.

Motion by Bock, second by Ruggles to approve utility permits for Mid-American Energy for work in Sections 25, 30, and 36 of Arcadia Township and Breda Telephone Corp. for work in Sections 22, 27, and 28 of Kniest Township. On roll call, all voted aye.

County Engineer Dave Paulson updated the Board on Drain 45. Paulson explained there are still issues with the drain possibly caused by tree roots. Motion by Meiners, second by Ruggles to approve additional research and work on Drain 45. On roll call, all voted aye.

Motion by Meiners, second by Bock to approve a FY19 Transfer Resolution from the Maple River Wastewater Fund to the Local Option Fund. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; Meiners, aye. Motion carried unanimously.

RESOLUTION FOR INTERFUND TRANSFER

Whereas, it is desired to transfer monies from the Maple River Wastewater Fund (Fund 8100) to the Local Option Fund (Fund 0019), to repay the debt authorized by Carroll County Resolution No. 2013-012,

Now, Therefore be it Resolved by the Board of Supervisors of Carroll County, Iowa, as follows:

Section 1. The following principal payments will be transferred from the Maple River Wastewater Fund (Fund 8100) to the Local Option Fund (Fund 0019) during FY19:

The above and foregoing resolution was adopted by the Board of Supervisors of Carroll County, Iowa on August 6, 2018.

Motion by Schettler, second by Bock to approve the Treasurer’s semi-annual report. On roll call, all voted aye.

Danzer discussed a sample roofing and re-roofing ordinance from the City of Council Bluffs. Danzer explained that a contractor had contacted him regarding this ordinance and wondered if the County would consider adopting a similar ordinance. Danzer has spoken to several local insurance agents and following discussion the sample ordinance will be sent to the County Attorney and discussed in greater detail and a later date.

Ruggles reported on Calhoun County field day and Farm Bureau meeting. Upcoming meetings include: Coon Rapids City Council, Templeton City Council, Halbur City Council, Airport, and jail open house for media.

Schettler no official meetings. Upcoming jail open house for media.

Bock reported on radio and paper interviews, Rolling Hills Community Services meeting, and Farm Bureau meeting. Upcoming meetings include: Coon Rapids City Council, Templeton City Council, Halbur City Council, and jail open house for media.

Meiners reported on Farm Bureau meeting, DNR site visit, and sign paperwork at New Opportunities. Upcoming meetings include: Coon Rapids City Council, Templeton City Council, CADC, Halbur City Council, ISAC Legislative Policy Committee, and New Opportunities Board.

Danzer reported on DNR site visit, Drain 45 work, CDL drive site research, discussion with insurance agents regarding roofing ordinance, and Glidden Fun Days. Upcoming meetings include: Coon Rapids City Council, Templeton City Council, Halbur City Council, jail open house for media, Templeton Rye open house, and Region XII.

Scott Stevenson, Managing Director; Nathan Summers, Vice President; and Aaron Smith, Associate Vice President with D A Davidson & Co. met with the Board to give an overview of services their firm can offer during the proposed Jail project. Gerlach gave a background on the company, explained processes, and discussed costs.

Motion by Ruggles, second by Meiners to adjourn at 11:00 a.m. On roll call, all voted aye.
