The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, August 28, 2017 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Bock, second by Danzer to approve the agenda as presented. On roll call, all voted aye. Motion by Schettler, second by Ruggles to approve the minutes of the August 21, 2017 meeting as written. On roll call, all voted aye.

CADC Director Shannon Landauer met with the Board to update them on CADC. Landauer discussed Logistics Development Forum, Business Retention visits, Talent Strategy Project, County Roundtable, and Industrial Projects. Landauer also updated the Board on the Western Iowa Advantage Conference and Fringe Benefit Analysis, Housing Study progress, and Access Washington D.C. trip.

County Sheriff reviewed three bids for a new vehicle. A 2014 Ford Taurus is the trade-in vehicle. Wittrock Motors bid $24,245 for a 2018 Dodge Durango with the trade-in. Champion Ford bid $21,641 for a 2018 Ford Explorer with trade-in. New Way Ford bid $21,250 for a 2018 Ford Explorer with trade-in. Motion by Danzer, second by Bock to accept the low bid from New Way Ford for the 2018 Ford Explorer. On roll call, all voted aye.

Pingrey discussed the next step for the County Jail Study Committee. After completing the PONI program he feels the next logical step is to have a needs assessment study done. Following discussion, motion by Bock, second by Meiners to authorize County Sheriff Pingrey to contact Region XII and have them prepare a Request for Proposal for a Needs Assessment Study. On roll call, all voted aye.

Board reviewed the advertisement for rental of the county farm ground located in Section 7 of Grant Township. Following discussion the Board will leave the lease term at one year. Sealed bids must be received by November 1, 2017 at 3:00 p.m. and the Board will open bids on Monday, November 6, 2017 during their regularly scheduled meeting. Motion by Bock, second by Danzer to acknowledge receipt of the termination of current lease from Chad Kanne and authorize the County Auditor to advertise for next year’s lease. On roll call, all voted aye.

Paulson reviewed right-of-way rates set by the Board of Supervisors in 2014. Rates included are for real estate, borrows, crop damage and fence moving. Motion by Schettler, second by Danzer to reduce the Crop Damage 20% and keep the 2014 rates on real estate, borrows, and fence moving. On roll call, all voted aye. Borrow damage compensation will be at the rate of one third (1/3) of the per acre amount of the real estate value. Crop damage will be $800/acre for corn; $560/acre for beans, and pure alfalfa intended for harvest; $400/acre for oats, pasture, hay, lawn and alfalfa. Fence removal will be $10/rod for woven fence and $8/rod for barb fence. Fence replacement by landowner will include cost of materials plus a maximum of $13/rod for barb fence and $15/rod for woven fence for labor to move or construct the fence. At the landowner’s option, the County will hire a professional fence contractor to move or replace the fence to like condition. All fence replacement payments will be made after the fence is replaced, which must occur within one year after project completion. Real estate appraised in house will be done by analyzing comparable sales. Professional appraisal services will be used in more complex acquisitions. Motion by Bock, second by Danzer to approve utility permits for Windstream for work in Section 20 Ewoldt Township and Alliant Energy for work in Section 25 Glidden Township. On roll call, all voted aye.

Chairman opened a public hearing at 10:02 a.m. for consideration of bids for L-WILLOW CR- -73-14 a reinforced concrete box culvert project with a precast box culvert option. Four bids were received: Peterson Contractors Inc. $131,458.10; Gus Construction $143,077.20; Graves Construction $182,175.85; and Richards Construction Company $98,615.15. Hearing no comments from the public, Chairman closed the public hearing at 10:06 a.m. Motion by Danzer, second by Ruggles to approve the bid from Richards Construction for $98,615.15 for box culvert project L-WILLOW CR - -73-14. On roll call, all voted aye. The project had an engineer’s estimate of $101,830.34.

Motion by Danzer, second by Bock to set Monday, September 11, 2017 at 10:00 a.m. as the Public Hearing date for a proposed FY18 Budget Amendment. On roll call, all voted aye.

Board reviewed manure management annual updates for Conner Finishing, Matt & Rhonda Conner in Section 7 of Glidden Township; Dennis Riesberg in Section 19 of Roselle Township; Jeff Schon in Section 1 of Pleasant Valley Township; and D&H Pork, Dick & Helen Hinners in Section 23 of Washington Township.

Board reviewed the Ambulance Director Position classified. Following discussion, motion by Danzer, second by Schettler to place the classified in the County newspapers, Iowa Workforce, ISAC, and IEMSA Magazine. On roll call, all voted aye.

Motion by Schettler, second by Danzer to change job classification for Max Wenck to Shop Foreman effective September 1, 2017. On roll call, all voted aye.

Danzer reported on road issue and ISAC meetings.

Bock reported on radio interview, Carroll County Corner, Precinct Atlas meeting, Rolling Hills Board meeting, use of Ford Focus for meetings, and LOST Reserve Balance. Upcoming meetings include: Rhonda Mart with New Hope Village and Rolling Hills Stakeholder.

Schettler no official meetings, discussed some road issues and IGOR Tech. Upcoming meetings include: Region V Hazmat and Nishnabotna WMA.

Ruggles reported on Precinct Atlas meeting and ISAC meetings. Upcoming meetings include: Carroll Area Childcare Center Board, Ambulance Board, and Nishnabotna WMA.

Meiners reported on Precinct Atlas meeting and ISAC meetings. Upcoming meetings include: Carroll Rotary, Policy Council, Ambulance Board, and New Opportunities.

Motion by Ruggles, second by Bock to adjourn at 11:18 a.m. On roll call, all voted aye.
