The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, September 11, 2017 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with the following members present: Neil Bock, District 1; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5. Dean Schettler, District 2 was absent.
Motion by Danzer, second by Ruggles to approve the agenda as presented. On roll call, all present voted aye. Motion by Bock, second by Ruggles to approve the minutes of the August 28, 2017 meeting as written. On roll call, all present voted aye.
County Sheriff Ken Pingrey presented the Request for Proposals Comprehensive Jail Needs Assessment Study that was prepared by Chris Whitaker with Region XII. Whitaker was in attendance. The Board reviewed the Request for Proposal and discussed space needs in the Courthouse. Whitaker will include the Courthouse space needs in the Request for Proposal as well as the Jail.
Motion by Danzer, second by Bock to approve payables for payment as presented. On roll call, all present voted aye.

Motion by Bock, second by Danzer to appoint Jim Knott to the Region XII Regional Housing Authority Board of Directors for a one-year term. On roll call, all present voted aye.
Motion by Ruggles, second by Bock to approve plats of survey for Lot 1 SE1/4 SE1/4 Section 12-82-36 and Lot 1 SW Frl.1/4 NW Frl. 1/4 Section 11-85-36. On roll call, all present voted aye, except Danzer who abstained.
Matthew Ring with Nationwide Insurance met with the Board to present a new retirement planning tool available on their website. It will allow employees to track their retirement readiness by assisting with their IPERS and Social Security calculations while also including their personal savings. Nationwide provides Carroll County employees with a deferred compensation plan option.
Chair opened a public hearing for an FY18 budget amendment at 10:07 a.m. Auditor explained amended expenditures. Following discussion and comments from the public, the Chair closed the public hearing at 10:11 a.m. Motion by Danzer, second by Ruggles to approve the budget amendment. On roll call, all present voted aye. Motion by Bock, second by Danzer to approve an appropriations resolution to appropriate the funds for amended expenditures. On a roll call vote, Meiners, aye; Ruggles, aye; Bock, aye; Danzer, aye. Motion carried unanimously.
WHEREAS a public hearing has been held for the amendment to the FY18 County Budget as required by Iowa Code 331.435,
BE IT HEREBY RESOLVED that the Carroll County Board of Supervisors adopts said budget amendment, and
BE IT ALSO RESOLVED that the funds for the amended expenditures be fully appropriated for the fiscal year.
The above appropriations resolution was adopted by the Board of Supervisors of Carroll County, Iowa on September 11, 2017.
PASSED AND APPROVED ON SEPTEMBER 11, 2017.

Motion by Danzer, second by Ruggles to approve utility permits for Schloesser Electric for work in Sections 28 and 29 Wheatland Township and Alliant Energy in Sections 25 and 36 Glidden Township. On roll call, all present voted aye.
County Engineer Dave Paulson presented a Federal Aid Agreement for STP-S-CO14(N38)- -5E-14 with a total project cost of $1,120,000. $600,000 of the project will be funded with federal aid dollars and the remainder will be paid from farm-to-market funds and STP-S-CO14(E16)- -5E-14 with a total project cost of $1,240,000. $700,000 of the project will be funded with federal aid dollars and the remainder will be paid from farm-to-market funds. Motion by Danzer, second by Bock to approve the Federal Aid Agreement. On roll call, all present voted aye.
Paulson updated the Board on two new hires, gravel hauling, and the Roads Department.
Board reviewed manure management annual updates for Richland Crop Services East Site, Brian J. Halbur in Section 24 of Richland Township; Richland Crop Services Home Site, Brian J. Halbur in Section 21 of Richland Township; Mike Nees in Section 29 of Arcadia Township; Joe Nees in Section 19 of Kniest Township; and Blue Horizon Pork, Aaron Nieland in Section 10 of Wheatland Township.
Danzer reported on RVEC meeting, Region XII Board meeting, Region XII Housing Board meeting, Region XII Chief Elected Officials meeting, Hungry Canyons Board meeting, and Carroll County Solid Waste Board meeting. Upcoming meetings include: Wesco Board and Landfill Board in Denison.
Bock reported on meeting with Rhonda Mart with New Hope Village, Ambulance Board meeting, sign checks at RSVP/Foster Grandparents, Rolling Hills Stakeholder meeting, and employee handbook updates.
Ruggles reported on Nishnabotna WMA meeting and Ambulance Board meeting. Upcoming Board of Health meeting.
Meiners reported on Ambulance Board meeting, New Opportunity Headstart Policy Council meeting, New Opportunities Board meeting, new stockpile site property work, and RVEC meeting. Upcoming meetings include: Conservation Board, CADC, Legislative Policy Council, and YES Center Board.
Motion by Ruggles, second by Bock to adjourn at 11:24 a.m. On roll call, all present voted aye.
