The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, October 8, 2018 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.
Motion by Schettler, second by Bock to approve the agenda as presented. On roll call, all voted aye. Motion by Bock, second by Ruggles to approve the minutes of the October 1, 2018 meeting as written. On roll call, all voted aye.
AFLAC Representative Sara Ladwig met with the Board to answer questions regarding a possible change to the flex plan administrator. Schettler expressed concerns regarding changing administrators and effects it will have on employees. Ladwig explained that all flex plan administrators are held to the same IRS regulations. Following discussion, motion by Bock, second by Meiners to switch flex plan administrators to Maestro Health effective January 1, 2019. On roll call, Danzer, aye; Ruggles, aye; Schettler, nay; Bock, aye; and Meiners, aye. Motion carried.
County Engineer Dave Paulson presented a request for gravel on a level B road. Paulson reviewed the Carroll County Secondary Road Department Level B Road Graveling Policy. The gravel request is for approximately 700 – 800 feet on 300th Street in Sections 26 & 35 Ewoldt Township. Motion by Meiners, second by Bock to authorize the Engineer to place up to four loads of gravel along 300th Street, any additional gravel needed would be at the requestor’s expense. On roll call, Danzer, aye; Ruggles, aye; Schettler, nay; Bock, aye; and Meiners, aye. Motion carried.
Board reviewed a draft of the employee handbook. Discussion centered on section 6.9 Use of Tobacco. Following discussion, motion by Bock, second by Meiners to remove chewing tobacco from the section. On roll call, all voted aye. County Auditor Kourtney Irlbeck will forward the change to Renee VonBokern and present the final draft at a later date.
Carl Wilburn gave a quarterly report for the IT/GIS/Zoning Departments. Eleven building permits were issued during the quarter and a total of 45 have been issued in 2018. Wilburn discussed airport ordinance, wind tower permits, storage arrays, Conservation MACH setup, Comm. Center mobile dispatch equipment and disaster recovery plan review.
The Board discussed a request from John Renze to remove the fence separating the County Farm and Renze’s property. Following discussion, motion by Ruggles, second by Bock to approve removal of the fence by Renze. On roll call, all voted aye. Renze will place at least three boundary markers along the fence line.
County Sheriff Ken Pingrey reviewed a quarterly report for his department. Motion by Meiners, second by Ruggles to approve the Sheriff’s quarterly report showing total receipts of $35,671.23. On roll call, all voted aye. (Report on file in the Auditor’s office.)
Pingrey reviewed a bid for a new vehicle. A 2015 Ford Taurus is the trade-in vehicle. Champion Ford bid $23,511 for a 2019 Ford Explorer with trade-in. Motion by Schettler, second by Ruggles to accept the bid from Champion Ford for the 2019 Ford Explorer. On roll call, all voted aye.
Kathy Schwaller reviewed a quarterly report for the Recorder’s Department. $32,857.54 in which fees were collected for Carroll County, and an additional $74,209.01 was remitted to the State of Iowa. Motion by Meiners, second by Schettler to approve the Recorder’s quarterly report. On roll call, all voted aye. (Report on file in the Auditor’s office.)
Motion by Meiners, second by Ruggles to approve a Resolution for Interfund Operating Transfer of $10,000 from General Basic Fund to Capital Fund. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; Meiners, aye. Motion carried unanimously. (Resolution on file in the Auditor’s Office)
The Auditor presented detailed information on the proposed October 22, 2018 budget amendment. The Auditor explained expenses and revenues. Motion by Bock, second by Meiners to set October 22, 2018 at 10:00 a.m. for the Public Hearing on the Proposed FY19 County Budget Amendment. On roll call, all voted aye.
Board reviewed manure management annual updates for Cornerstone Partnership in Section 12 of Richland Township; Schon Finisher, Patrick Schon in Section 34 of Richland Township; PI-233 Finisher, Prestage Farms of Iowa LLC in Section 24 of Richland Township; and B&B Swine, Eric & Vernon Brincks in Section 19 of Glidden Township.
Ruggles reported on CDL testing site visit, Manning Rotary, and Jail Information Forum. Upcoming meetings include: Ambulance Board, Candidate Forum, Region XII, and Carroll City Council.
Schettler reported on Mt. Carmel wastewater system repairs, E911/EMA meeting, and Jail Information Forum. Upcoming meetings include: Conservation Board and Candidate Forum.
Bock reported on Manning Rotary and Jail Information Forum. Upcoming meetings include: radio and newspaper interview, Carroll City Council, Candidate Forum, and Policy Council.
Meiners reported on Manning Rotary, ISAC, and Jail Information Forum. Upcoming meetings include: Carroll City Council, CADC, and Candidate Forum.
Danzer reported on Manning Rotary, County Farm fence removal, sign checks at Region XII, Jail Information Forum, and discussion with County Attorney. Upcoming meetings include: Wesco Board, Candidate Forum, and Region XII.
Motion by Ruggles, second by Meiners to adjourn at 11:03 a.m. On roll call, all voted aye.
