The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, October 15, 2018 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Schettler, second by Bock to approve the agenda as presented with the addition of a utility permit and agenda item order. On roll call, all voted aye. Motion by Ruggles, second by Meiners to approve the minutes of the October 8, 2018 meeting as written. On roll call, all voted aye.

Motion by Meiners, second by Ruggles to approve payment of payables as presented. On roll call, all voted aye.

FOR CLAIMS ALLOWED BY DEPARTMENT SEE BOARD OF SUPERVISORS SUPPLEMENT BOOK

County Engineer Dave Paulson presented gravel quotes. Hallett Materials for 40,000 tons of gravel at $7.25 per ton. Motion by Meiners, second by Bock to approve the quote from Hallet Materials. On roll call, all voted aye. Stratford Gravel for approximately 25,000 to 30,000 tons of gravel with 15% limestone mix at $7.98 per ton. Motion by Ruggles, second by Schettler to approve the quote from Stratford Gravel. On roll call, all voted aye. Stratford Gravel for 75,000 to 100,000 tons of gravel at $4.96 per ton. Motion by Schettler, second by Bock to approve the quote from Stratford Gravel. On roll call, all voted aye.

Motion by Meiners, second by Ruggles to approve a utility permit for Western Iowa Power Cooperative for work in Section 3 Ewoldt Township and Section 34 Washington Township. On roll call, all voted aye.

Motion by Meiners, second by Bock to approve plats of survey for Lot 2 and 3 NE1/4 NE1/4 Section 20-85-34 and Lot 1 NE1/4 NE1/4 Section 16-85-34. On roll call, all voted aye.

Board reviewed manure management annual updates for Schon Farms #1, Joey Schon in Section 11 of Grant Township and Sporrer Farms, Gary & Dave Sporrer in Section 26 of Eden Township.

Environmental Health Director Carey Kersey updated the Board on the Mt. Carmel Wastewater System repairs. Kersey reported 3 of the 4 properties have been repaired. Kersey explained the property at 13934 Jewel Avenue has additional issues that need to be addressed. The recommendation is to install a sump pit and pump on the exterior of the property. This should address the groundwater issues at this property. The homeowner would like the Mt. Carmel Wastewater System fund to cover the cost of installation and the pump. Following discussion, motion by Schettler, second by Meiners to allow the Mt. Carmel Wastewater System fund to cover the cost of the pit and pump with final cost approved by Kersey. The homeowner will solely be responsible for the pit and pump after installation. On roll call, all voted aye. The Board will consider future ground water issues affecting the wastewater system with other properties on a case by case basis.

Ruggles reported on Ambulance Board meeting, Candidate Forum, and Region XII Board meeting. Upcoming meetings include: Carroll Area Childcare Center Board, Arcadia Town Hall, Templeton Town Hall, Breda Town Hall, Manning Town Hall, and meeting with Danzer regarding Danner grain leg.

Schettler reported on Conservation Board meeting and Candidate Forum. No upcoming meetings.

Bock reported on radio and newspaper interviews, Candidate Forum, Jail tour, and Region XII Board meeting. Upcoming meetings include: Arcadia Town Hall, Templeton Town Hall, Coalition of Human Services, Governance Board Human Services, and Manning Town Hall.

Meiners reported on Carroll City Council meeting, sign paperwork at New Opportunities, and Candidate Forum. Upcoming meetings include: radio and newspaper interviews, Arcadia Town Hall, CADC, Templeton Town Hall, ISAC, Breda Town Hall, Manning Town Hall, and YES Center.

Danzer reported on Wesco Board meeting, Candidate Forum, Region XII Executive Board meeting, and Region XII Board meeting. Upcoming meetings include: Arcadia Town Hall, Templeton Town Hall, Carroll County Solid Waste Board meeting, Breda Town Hall, and Manning Town Hall.

Motion by Ruggles, second by Bock to adjourn at 10:22 a.m. On roll call, all voted aye.
