The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, October 16, 2017 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.
Motion by Bock, second by Schettler to approve the agenda as presented. On roll call, all voted aye. Motion by Danzer, second by Ruggles to approve the minutes of the October 9, 2017 meeting as written. On roll call, all voted aye.
Marilyn Dopheide reviewed a quarterly report for the Recorder’s Department. $38,435.90 in which fees were collected for Carroll County, and an additional $81,825.10 was remitted to the State of Iowa. Motion by Danzer, second by Ruggles to approve the Recorder’s quarterly report. On roll call, all voted aye.
Motion by Danzer, second by Schettler to appoint Mike Schwabe, Dr. Michael Slattery, Eugene Meiners, and Richard Ruggles to conduct interviews for the Ambulance Director position. On roll call, all voted aye.
Motion by Schettler, second by Danzer to change job classification for Anthony Vogl from part time employee to Operator 2 effective January 1, 2018. On roll call, all voted aye except Meiners who abstained. Vogl will be a fulltime employee of the Secondary Road Department. He will also continue to hold the title of Carroll County Weed Commissioner but his wages will be paid out of the Secondary Road Fund. He will record the time he spends as Weed Commissioner on his secondary road time sheet and they will send an invoice to the Auditor’s Office to be reimbursed for those wages.
Motion by Danzer, second by Ruggles to approve utility permits for Western Iowa Power Cooperative for work in Section 32 Ewoldt Township and Manning Municipal Natural Gas Department for work in Section 13 Ewoldt Township. On roll call, all voted aye.
The Board discussed a request for opinion from the U.S. Board on Geographic Names. (BGN) BGN received a proposal from an employee of the East Pottawattamie Soil & Water Conservation District to change the name of the East Branch West Nishnabotna River to Avoca River. Following discussion, motion by Schettler, second by Danzer to authorize the Chair to sign the BGN Name Proposal Recommendation rejecting the proposed name change. On roll call, all voted aye. The Board felt this is an unnecessary change, which create confusion and unnecessary expense.
Ruggles updated the Board on the workers compensation insurance coverage for first responders. Ruggles will speak to County Attorney John Werden and Mid Iowa Insurance representative Terry Axman and report to the Board when more information is available.
Board reviewed manure management annual updates for Jason Nieland in Section 32 of Kniest Township; Aurora North, Brad Golay in Section 21 of Richland Township; Obmann Finisher, Dennis Obmann in Section 7 of Wheatland Township; Richland Custom Farms East Site in Section 24 of Richland Township; and Richland Custom Farms Home Site in Section 21 of Richland Township.
Ruggles reported on Ambulance Board meeting. Upcoming meetings include: Carroll Area Childcare Center Board, City/County Roundtable, and Highway 30 Coalition.
Schettler reported on North Raccoon River Watershed Coordinator interviews, Conservation Board meeting, Region V letter, and Elk Run Watershed project. Upcoming City/County Roundtable.
Bock reported on radio/newspaper interviews, Jail Assessment tour, and Rolling Hills Quarterly Contributions. Upcoming meetings include: sign checks at RSVP/Foster Grandparents, conference call with 2nd Judicial District, Coalition of Human Services, and City/County Roundtable.
Danzer reported on Wesco Board meeting, Carroll County Solid Waste Board meeting, Region XII Board meeting, and call from Audubon County regarding part time County Attorney. No upcoming meetings.
Meiners reported on Jail Assessment tour and work on ISAC. Upcoming City/County Roundtable.
Motion by Ruggles, second by Bock to adjourn at 10:01 a.m. On roll call, all voted aye. The Board proceeded on a road tour with County Engineer Dave Paulson. Danzer did not participate in the road tour.
